<p>Introduction</p> <p>Internal only - open only to current City of New Haven employees meeting minimum qualifications</p> <p>PRIMARY FUNCTIONS</p> <p>This is supervisory and administrative work providing technical and administrative support to the Tax Collector in billing, collecting and crediting of real estate, personal property and motor vehicle tax. Work involves supervising and directing personnel engaged in office collection of taxes and assessments and involves responsibility for interpreting laws, ordinances, and their application to current problems as well as the maintenance of various accounts. Performs duties independently and sets priorities of work assignments. Assumes responsibility of the Office in the absence of the Tax Collector. Receives general supervision from the Tax Collector and work is subject to review by the Tax Collector through consultations and observations of the general effectiveness with which the department operates.</p> <p>TYPICAL DUTIES AND RESPONSIBILITIES</p> <p>Supervises the day-to-day operations of clerical personnel engaged in collecting taxes. Assists staff with responding to their inquiries and instructing them in policy and process. Responds to public inquiries/complaints via telephone, e-mail & in person concerning tax policies and procedures. Interprets laws, ordinances, and precedents and applies them in deciding questions related to tax collection. Provides information to attorneys, banks/mortgage companies, marshals, title searchers, auditors. Interacts with other City departments providing information concerning taxpayers/vendors. Assists in the preparation and coordination of the printing/mailing of tax bills with software vendor/mailing company. Reviews adjustment/certificate of correction reports processed by Assessor's office. Assists staff in researching and posting adjustments. Assists the Collector in the identification of delinquent tax accounts. Assists in the preparation of delinquent tax notices and the filing of liens and warrants Prepares monthly report for the recording of real estate lien releases. Assists with assigning delinquent accounts to attorney's and marshals for collection. Assists in administering motor vehicle collection program and balancing of daily collections. Files UCC liens with the State of Connecticut. Processes lockbox, escrow and on-line payments, when needed; posts and balances payments during peak periods. Assists with balancing daily cashiers/deposits, when necessary. Assists in student intern hiring, training and scheduling hours. Assists in the processing of returned checks/refunds and related clerical procedures. Assists Collector in the preparation of reports to Controller, Management and Budget, various Boards and to state and federal agencies, as required. Analyzes office work processes and recommends improvements/upgrades as necessary. Acts as Tax Collector during absences or unavailability. Performs related work as required.</p> <p>EDUCATION, QUALIFICATIONS & EXPERIENCE</p> <p>Graduation from an accredited two year college or university with major course work in business administration, accounting, or closely related field; and 4 years of progressively responsible experience in tax collection, tax assessment or revenue collection, banking or financial services field involving the receipt, custody and accounting for large sums of money, including supervision experience. Certification as Connecticut Municipal Tax Collector desired.</p> <p>KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES</p> <p>Knowledge of pertinent Connecticut State Statutes. Knowledge of principles & practices of governmental finances as it pertains to a municipality. Working knowledge of accounts receivable, accounts payable and municipal budgeting. Knowledge of a mill rate; how it is calculated/applied to create tax bills. Knowledge of lien processes and alias tax warrants. Knowledge of bankruptcy laws as they relate to municipal taxes. Working knowledge of all staff positions with ability to fill in when needed. Basic knowledge in software applications such as spreadsheets and word processing. Strong analytical, data entry and written & verbal skills required and a working knowledge of general office procedures. Must possess strong oral, written and interpersonal communication skills and be able to supervise relate to staff and relate to the public in a positive manner. Ability to maintain financial records of some complexity and to prepare report and statements. Ability to read, analyze and interpret financial and legal documents. Ability to calculate rates and deal with percentages. Ability to define problems, research, establish facts and draw valid conclusions. Ability to respond to inquiries or complaints from City residents, outside regulatory agencies, members of City government. Ability to effectively present information to all administrative and City employees, public groups, residents and or Boards. Ability to work independently. Ability to respect confidentiality of privileged information. Familiarity with Quality Data Systems desired.</p> <p>NECESSARY SPECIAL REQUIREMENTS</p> <p>Internal only - open only to current City of New Haven employees meeting minimum qualifications</p> <p>SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT</p> <p>This is a General Fund, 'Tested' position. This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.. Bargaining agreements available to review HERE. General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay. Employment is contingent upon the successful completion of a 90-day probationary period.</p> <p>Selection Plan</p> <p>Applications will be reviewed by the Department of Human Resources.
