<p>The Budget Analyst will assist in the development, monitoring, and reporting for all assigned capital and operating budgets associated with the Environmental Department. The Budget Analyst is a program controls specialist in the discipline of budget and cost management and must possess solid technical, organizational, and communication skills.</p> <ul> <li>Assist with the development and monitoring of the operating and capital budgets. </li><li>Coordinate the preparation of requisitions, and work orders, track purchase orders and monitor departmental spending by utilizing PeopleSoft, ERP Financial Systems, the Authority's Capital Management System (CMS), e-builder, and/or other Authority budgeting tools. </li><li>Develop and review cash flow projections for capital contracts and personnel. Conduct detailed budget analyses and assist with preparing forecasts while working closely with project staff to develop methods to control costs. </li><li>Prepare departmental reports, budget spreadsheets, variance reports, charts, tables, and graphs for presentations. </li><li>Assist with all data collection, input, and updating for financial, statistical and performance data. </li><li>Participate in meetings with both internal and external financial staff regarding all aspects of project budgets, funding, and other financial-related issues. </li><li>Effectively communicate progress, issues, and resolution, verbally and in writing to management regarding budget issues and policies. </li><li>Perform all other duties and projects that may be assigned. </li></ul> <p>Supervision</p> <ul> <li>No direct reports. </li><li>Bachelor's Degree from an accredited institution. </li><li>Two (2) years of experience in budgeting, finance, accounting, and/or a related field. </li><li>Expertise with Microsoft Excel, ability to write formulas that draw information across sheets and make conditional formatting rules (vlookup, index/match, and pivot tables). </li><li>The ability to pass the MBTA Advanced Excel test. </li><li>Effective organizational, analytical, multi-tasking, and time management skills. </li><li>Meticulous attention to detail with emphasis on accuracy and quality. </li><li>Proficient in Word, PeopleSoft, and other project/program control applications. </li><li>Excellent customer service and conflict resolution skills. </li><li>Strong communication skills. </li><li>Ability to work within a team environment and build strong working relationships. </li><li>A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. </li><li>An Associate Degree from an accredited institution with an additional three (3) years of directly related experience substitute for the bachelor's degree requirement. </li><li>A Master's Degree in a related subject substitute for two (2) years of general experience. </li><li>A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience. </li></ul> <p>Preferred Experience and Skills</p> <ul> <li>Database experience. </li></ul>
