<p>JOB SUMMARY</p> <p>The purpose of this classification is to perform lead professional level accounting work for the District's budget and finance programs. Duties include coordinating, preparing, analyzing and auditing transactions in order to maintain accurate financial records. Maintains the general ledger system, prepares and consolidates MDC fund financial statements based on GAAP and GASB accounting standards, and produces comprehensive final reports for external auditing and customers. Ensures compliance for state grants and loans, assists in resolving CWP grant issues, and acts as the point person for annual external audits.</p> <p>ESSENTIAL FUNCTIONS</p> <p>The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.</p> <ul> <li>Coordinates, implements and administers District accounting programs including revenues, expenses, fixed assets, capital improvement, debt service, and inter-fund transfers, receivables and payables; books accounting entries for accounts receivables and payables; and prepares debit memos for reimbursements between funds. </li><li>Coordinates and maintains the general ledger accounting system: resolves the more complex and difficult accounting issues; reconciles accounts; reviews and completes pre- and post- audit transactions. </li><li>Coordinates and prepares financial statements in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standard Board (GASB) pronouncements and budgetary timeframes; submits reports and financial statements to District managers and outside agencies, banking officials, auditors or other appropriate parties. </li><li>Establishes and maintains fund and account structures; prepares monthly trial balances; investigates accounting problems; identifies appropriate action; recommends solutions; submits journal entries to adjust and/or correct accounts; and prepares year-end closing journal entries. </li><li>Reviews monthly federal and state grant and loan reimbursements of MDC Clean Water Projects and prepares proper accounting entries for DEEP & DPH Clean Water Project reimbursements. Processes monthly reconciliation between general ledger and project system, and between MDC and state and federal statements to prepare for annual audits. </li><li>Calculates interest allocations and prepares entries when MDC closes interim state loans to permanent state loans. </li><li>Coordinates and processes monthly closings. </li><li>Assists with monitoring and managing District budgets; investigates budgetary control problems; and recommends solutions. </li><li>Reviews debt service principal and interest liability accounts for correct balances. </li><li>Confers with staff from other departments regarding budgeting, financial and accounting issues; provides guidance and assistance with budget control and accounting questions; works with other departments to coordinate period closing activities; and explains accounting policies and procedures. </li><li>Serves as lead accountant and primary MDC contact for external financial audit processes, including preparing answers and analytics. Performs year-end accounting and reconciliation tasks to close MDC books and prepares deliverables for auditors. </li><li>Operates a personal computer, and general office equipment as necessary to complete essential functions, to include the use of accounting and budgeting applications, word processing, spreadsheet, database, or other system software. </li><li>Performs other duties as assigned. </li></ul> <p>SUPERVISION RECEIVED</p> <p>Works under the general direction of the Finance Manager / Controller.</p> <p>MINIMUM QUALIFICATIONS</p> <p>Bachelor's degree in accounting, finance, or a related field; supplemented by five (5) years previous accounting experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.</p> <p>Preferred Experience and training:</p> <ul> <li>SAP experience in Finance/Business functions a plus </li><li>Strong grasp of municipal accounting transactions including asset accounting, bank reconciliations, financial statements, month and year end close activities, and GASB accounting principles </li><li>Experience leading and/or mentoring junior staff a plus </li><li>Pursuing or having attained CPA/ Accounting Certification or MBA (Accounting) a plus </li></ul> <p>PERFORMANCE APTITUDES (KNOWLEDGE, SKILLS, AND ABILITIES)</p> <p>Data Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data and/or information using established criteria. Includes exercise of discretion in determining actual or probable consequences, and in referencing such evaluation to identify and select alternatives.</p> <p>Human Interaction: Requires the ability to apply principles of persuasion and/or influence.</p> <p>Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.</p> <p>Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.</p> <p>Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; and may include ability to calculate surface areas, volumes, weights, and measures.</p> <p>Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.</p> <p>Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.</p> <p>ADA COMPLIANCE</p> <p>Physical Ability: Tasks require the ability to exert light physical effort in a sedentary to light work environment, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (under 25 pounds).</p> <p>Sensory Requirements: Some tasks require the ability to communicate orally and in writing.
