<p>Position is specialized work involving the application of semi-skilled tasks to the operation of light to medium sized equipment in the maintenance and operation of the regional airport. It is required to be on a rotating on-call schedule for after hours during the week, as well as weekends and holidays due to weather emergencies, events or other circumstances in which all staff will need to be on hand.</p> <p>This position has been classified as a safety sensitive position and is subject to our drug testing policy to include pre-employment, random, reasonable suspicion and post-accident for the following prohibited substances: marijuana, amphetamines, opioids, phencyclidine (PCP), and cocaine, as well as any drug not approved for medical use by the U.S. Drug Enforcement Administration or the U.S. Food and Drug Administration.</p> <ul> <li>Performs general work involved in the maintenance and operations of the municipal airport. Performs preventative maintenance and minor repairs on equipment and vehicles used in the performance of duties. Mows grass, controls weeds, landscape, and maintain areas around facilities, runways and fields using a tractor and shredder. Effectively and safely uses herbicides, pesticides, and fertilizers in proper maintenance of grounds. Operates small equipment such as forklift, bucket truck, runway sweeper, snowplow, and asphalt repair equipment to maintain and repair runways, taxiways, and aircraft parking aprons. Performs janitorial duties in and around the main Terminal Building. This includes the operation of a buffer, mopping, window washing, and the general upkeep of the restrooms and facility. Maintains and performs minor electrical, plumbing, sewer, and structural repairs to airport terminal, hangars, and related buildings. Provides airport security. Inspects and repair any breaches in the perimeter fence or gates. Monitors traffic on airside as it relates to the airport rules & regulations. Communicates with pilots and FAA Flight Service both by radio and telephone. Maintains airfield lighting including runway and taxiway lights and terminal beacon replacing lamps and making minor electrical repairs. Monitors proper function of NAVAID. Performs preventative maintenance and minor repairs on equipment and vehicles used in the performance of duties. Maintains a water system in compliance with state regulations. </li><li>Assists in the attainment of department goals and objectives related to Master, Strategic and Comprehensive Plans. Demonstrates continuous effort to improve operations, streamline work processes, and work cooperatively and jointly with City Administration, department directors, consultants, vendors, staff, and the public to provide quality services. Participates various projects. Keeps immediate supervisor fully and accurately informed on issues. Identifies areas of concern for management for review and potential action. </li><li>Assists and participates in the execution of short and long-range plans. </li><li>Ensures effective and efficient use of budgeted funds, personnel, materials, facilities and time. </li></ul> <p>Minimum Qualifications:</p> <ul> <li>Equivalent to a high school diploma </li><li>One (1) year of experience in maintenance equipment operation, or an equivalent combination of education and experience that would likely produce the required knowledge, skills, and abilities. </li><li>Valid driver License equivalent to a New Mexico Class D. </li></ul> <p>Licenses and Certificates:</p> <ul> <li>Must have Line Service Fuel Technician Certificate (or able to obtain within 6 months). </li><li>FAA. AAE certification preferred. </li><li>Training in Wildlife Hazard Management preferred </li></ul> <p>Knowledge of:</p> <ul> <li>Municipal organization operations, policies and procedures. </li><li>Navigational Aids (NAVAIDs). </li><li>FAA/AAR rules and regulations as set forth for 14CFR part 139. </li><li>Gasoline and diesel engines. </li><li>Basic electrical and plumbing techniques. </li><li>Airport operating protocols, systems, laws, rules and regulations. </li><li>Airport after-hours emergency plan procedures. </li><li>Methods, tools, materials, and practices used in general maintenance/construction techniques. </li><li>Federal, state, county, and local regulations pertaining to airport management, operations, maintenance, security and safe work practices. </li><li>Radio communication procedures and techniques utilized in an airport movement area, as well as public safety communications procedures. </li><li>Industry standards, methods and practices for storage, dispensing and testing of aviation fuels. </li><li>Federal and state environmental regulations pertaining to operation of underground storage tanks. </li><li>Environmental regulations for hazardous materials and spills. </li><li>Techniques and practices for efficient and cost-effective management of resources. </li><li>Techniques and practices for efficient and cost-effective management of resources. </li></ul> <p>Skills in:</p> <ul> <li>Use, maintenance and care of heavy and light equipment. </li><li>Operation of personal computers utilizing standard and specialized software. </li><li>Communicating effectively verbally and in writing. </li></ul> <p>Ability to:</p> <ul> <li>Establish and maintain effective working relationships with the City Manager, Assistant City Manager, department directors, consultants, staff, and the public. </li><li>Maintain a safe work environment. </li><li>Follow standard operating and safety procedures. </li><li>Analyze problems, identify alternative solutions, project consequences, propose appropriate actions, and implement recommendations in support of goals. </li><li>Plan, organize, manage, and evaluate the work of subordinate staff to ensure efficient, timely, and cost-effective services. </li><li>Communicate clearly and concisely, both orally and in writing. </li></ul> <p>Physical Requirements</p> <p>Stand or sit for prolonged periods of time. Occasionally stoop, bend, kneel, crouch, reach, and twist. Lift, carry, push, and/or pull moderate to heavy amounts of weight. Use repetitive hand movements, fine coordination and manual dexterity which permits the employee to operate standard airport and maintenance equipment, office equipment and computer systems. Sufficient clarity of speech and hearing to permit the employee to discern verbal instructions, use communication equipment, and communicate with others and drive and operate motorized vehicles. Sufficient visual acuity which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written materials.</p> <p>Working Conditions</p> <p>Work typically performed outdoors at airport sites and facilities. Regular attendance is an essential function of this job to ensure continuity of services. Occasional work beyond normal business hours. Required to work on slippery or uneven surfaces, airborne particles, potentially toxic and/or caustic chemicals, and extreme temperatures, work around traffic. Use of safety shoes, glasses and other equipment is required. Position is subject to drug testing and regular driver's license monitoring in accordance with applicable State and Federal regulations and City of Clovis policies.</p>
