<p>IRVING INDEPENDENT SCHOOL DISTRICT</p> <p>JOB DESCRIPTION</p> <p>JOB TITLE: Construction Project Manager</p> <p>WAGE/HOUR STATUS: Exempt</p> <p>FUNDING SOURCE: Local</p> <p>REPORTS TO: Chief of Administrative Services</p> <p>PAY GRADE: Admin 4</p> <p>DUTY DAYS: 261 days</p> <p>DATE REVISED: 5/2025</p> <p><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong><strong>____</strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></strong></p> <p>PRIMARY PURPOSE: Responsible for managing all aspects of the IISD construction program relative to long-range facilities planning, new construction, and renovation e?orts pursuant to facilities upgrades and bond program planning. Oversee construction activities, but not limited to budgeting, planning, safety, and design.</p> <p>QUALIFICATIONS:</p> <p>Minimum Education/Certification:</p> <ul> <li>Bachelor's Degree (Architecture, Engineering, or Construction Science, Construction Management, or a degree in an approved related field). </li><li>Comprehensive computer skills using construction design software such as AutoCAD and BIM required. </li><li>Other alternatives to these qualifications as the administrative leadership may find necessary or appropriate </li><li>Bilingual (Spanish) preferred </li></ul> <p>Special Knowledge/Skills:</p> <ul> <li>Ability to read and comprehend complex architectural plans and construction drawings. </li><li>Ability to coordinate and oversee district purchasing and procurement methods related to all facilities-related projects. </li><li>Possess the ability to organize, plan, and implement programs with a minimum amount of guidance and oversight from others. </li><li>Demonstrated ability to develop and manage a construction budget for an organization, business, or governmental agency equivalent in complexity and magnitude to the typical Irving ISD construction bond program. </li><li>Extensive technical or specialized expertise in analyzing, designing, and implementing programs for providing solutions to complex mechanical, structural, or administrative problems. </li><li>Evidence of successful achievement of mission-oriented tasks involving the use of multi-disciplined management techniques. </li><li>Demonstrated ability to interpret and apply rules, regulations, and codes. </li><li>Demonstrate behavior that is courteous, ethical, and responsible, and serve as a role model for all District employees. </li><li>Possess a valid Texas Class C driver's license and prove insurability with the District's insurance carrier. </li></ul> <p>Minimum Experience:</p> <p>Five years of experience in construction project management, capital improvement planning, construction contract management, and procurement of construction services within a K-12 educational setting.</p> <p>MAJOR RESPONSIBILITIES AND JOB DUTIES:</p> <ul> <li>Develop and maintain a comprehensive, long-range "Master Plan" for District Facilities. </li><li>Develop and maintain a comprehensive, long-range "Replacement Schedule" to support the District's planning and construction management program for the support of District instructional goals towards the accomplishment of its mission and vision. </li><li>Continually update and maintain the District's "Facilities Facts" records. </li><li>Annually update and maintain the District's facilities "Construction Speci?cations". </li><li>Develop and annually update and maintain the District's Facilities "Furniture Speci?cations and Guidelines". </li><li>Develop and oversee the process of qualifying vendors for Facilities service contracts. Develop an integrated, computerized "Facilities Index" system for facilities structural components, mechanical equipment, and ?nish materials. </li><li>Annually update and maintain the District's "Building Capacity" records. </li><li>Develop and maintain facilities procurement templates. </li><li>Develop and maintain construction contract templates. </li><li>Employ e?ective interpersonal skills to develop and implement an e?cient and cost-e?ective construction program. </li><li>Make presentations to community stakeholders and District sta? as deemed appropriate. </li><li>Develop and maintain written departmental procedures for the construction department. </li><li>Interface with the Facilities Services departments to attain quality construction methods and procedures. </li><li>Employ comprehensive understanding and knowledge of municipal, state and federal building codes related to construction, safety and ADA accessibility issues. </li><li>Develop and coordinate punch lists for construction projects with contractors, architects, and District sta?. </li><li>Coordinate all warranty work to be completed by the contractor or maintenance department. </li><li>Create and maintain successful working relationships with District personnel and project managers/sta? for architectural ?rms and construction companies. </li><li>Work with and assist the business o?ce personnel with the processing of accounts payable. </li><li>Oversee daily operations of the construction program including photographing infrastructure and preparing reports to brief District personnel of progress of each project phase. </li><li>Work with the Facilities Services departments to ensure coordination and cooperation between departments and general contractors with respect to substantial completion and occupation/reoccupation dates. </li><li>Compile, maintain and ?le all reports, records and other documents related to program. </li><li>Maintain organization and integrity of the District's plan room and electronic drawing ?les. </li><li>Adhere to the Professional Code of Ethics and district policies. </li><li>Practice a high standard of safety in the performance of all duties. </li><li>Perform other duties and responsibilities as assigned. </li></ul> <p>SUPERVISORY RESPONSIBILITIES:</p> <p>WORKING CONDITIONS:</p> <p>Mental Demands/Physical Demands/Environmental Factors:</p> <p>Physical Demands: Ability to lift and carry 40 or more pounds without assistance; occasional moderate lifting and carrying; occasional reaching above shoulder level; continuous use of ?ngers; frequent walking and standing; and frequent operation of a motor vehicle; ability to distinguish basic colors.</p> <p>Mental Demands: Ability to maintain emotional control under stress; occasional, prolonged, and irregular hours; and frequent district-wide travel.</p> <p>Environmental Demands: Ability to work outdoors and indoors; occasional need to work above and below ground; exposure to heat, cold, and humidity; exposure to asbestos-containing materials, grease and oils, solvents, and electrical energy; and exposure to machinery with moving parts.</p> <p>Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidents immediately to the supervisor, and being proactive in the ongoing e?orts to improve and maintain workplace safety.</p> <p>Tools/Equipment Used: District vehicle, computers/peripherals, specialized tools, and other equipment customary to architectural and construction management.</p> <p>The information in this job description is for compliance with the Americans with Disabilities Act (ADA).
