<p>Compensation Range</p> <p>$122,782.40 - $171,912.00</p> <ul> <li>- </li></ul> <p>Job Description Summary</p> <p>This position offers strategic leadership for the engineering division. The position demands advanced level supervision and management skills for multi-faceted areas within the division. The position directs and assesses the daily operations of the engineering team assigned to varying scaled engineering or contracted projects. This involves the investigations, design, and construction.This position supports functions of the county transportation system under the direction of the Senior County Engineer, Director of Public Works and the Board of County Commissioners.</p> <ul> <li>- </li></ul> <p>Job Description</p> <p>Supervision - 50%</p> <ul> <li>Provide effective communicative leadership throughout all levels of the department and acts on behalf of the Sr. County Engineer, by delegation, in their absence. </li><li>Direct, review and final acceptance for designs on construction plans for projects of varying degrees of difficulty, coordinating and reviewing land surveys, Subsurface Utility Engineering (SUE), geotechnical engineering, environmental investigations, property legal descriptions and right-of-way acquisition coordination, preparing schedules and cost estimates, writing project specifications, construction/project management, analyzing traffic and traffic studies, supervise and direct traffic counts on Weld County roadway system and answering traffic related questions from citizens per County Code. </li><li>Manage technical and professional staff and/or contract consultants related to projects. This includes project management and design. </li><li>Establish and maintain a proactive and appropriate work environment, tone, and forward-thinking culture for the Engineering Division and all aspects of work-related activities. </li><li>Coordinate and manage work assignments for engineering, technical and support staff and/or contract consultants related to projects. </li><li>Perform work assignments that are broad in scope and require the use of independent judgment and initiative in making leadership, technical and managerial decisions of considerable difficulty. </li><li>Responsibilities include interviewing, hiring recommendations, and training employees; planning, assigning, and direction work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in a manner consistent with Weld County's values and expectations. </li><li>Demonstrate diplomacy and ability to quickly work through issues when faced with controversial, difficult, or complex situations. </li><li>Extensive knowledge of Federal, County and State code, ordinances, and regulations, County policies and procedures, and organizational structure as applied to activities within the County. </li></ul> <p>Project Management - 25%</p> <ul> <li>Responsible for review and approval of multifaceted, highly visible, varying scaled projects. </li><li>Review proposals and supervise budgeting and cost analysis for projects. </li><li>Responsible for review of design related to road and bridge projects, drainage projects, and traffic engineering projects. Supervise technical and analytical work as it pertains to engineering transportation planning. </li><li>Provide effective communicative leadership throughout all phases of engineering aid in Transportation Planning and act on behalf of the Public Works Department. </li><li>Design and implement internal policy on engineering staff process and procedures. </li><li>Provide detailed input on proposed policy changes. </li><li>Direct DOLA grant efforts and compliance for County projects. </li><li>Review maintenance of Engineering webpages on the Weld County website. </li><li>Review the update of the Engineering Criteria Manual. Implement changes as needed. </li></ul> <p>Administration - 20%</p> <ul> <li>Provide analysis for Capital Improvement Projects and long-term planning for the county in regard to designing for future transportation needs, in combination with budget restraints, goals and policies. </li><li>Provide analysis of traffic modeling crash data and incorporate the data into Weld County 20-year CIP. </li><li>Respond to requests for information from the public. </li><li>Present engineering planning related programs and projects to the Board of County Commissioners and to the public as needed. Must have ability to present information regarding Weld County Public Works' research, analysis, and activities to the public and to technical staff with other organizations. </li><li>Review and evaluate changes proposed by municipalities and CDOT and their impact on Weld County's roadway system. </li><li>Advanced knowledge of collection and analysis of survey information for the purpose of civil engineering design. </li><li>Advanced knowledge of County Code as it relates to engineering design, land use and development. </li><li>Provide analysis of traffic modeling data and incorporate the data into Weld County studies and plans. </li><li>Review and approve professional maps and other presentation graphics to utilize during meetings with staff, elected officials, and the public. </li><li>Knowledge of county or municipal zoning, subdivision, and comprehensive planning methods, principles, and practices. . </li><li>Advanced knowledge in hydrology and hydraulic analysis for drainage and bridge design plus proficient at using hydraulic software such as HY-8, Culvert Master, Flow Master and a working knowledge using and reading HEC-RAS inputs and outputs. Approve drainage reports for design projects. </li><li>Advanced knowledge of structural design and analysis of bridges. </li><li>Review and approve designs for roadways, utility layouts, irrigation/drainage systems and structures, signage/striping, construction phasing, and SWMP plans (CDOT SWMP Administrator for Design preferred). </li><li>Review and approve computer assisted engineering and design software and equipment to prepare engineering design and construction documents. </li><li>Review and approve bid tabulations and summaries of quantities that coincide with project specifications and prepare cost estimates. Requires understanding of how roadway projects are constructed, how the construction tasks are paid for, and sequencing of these tasks. </li></ul> <p>Other Duties as Assigned - 5%</p> <ul> <li>Represent Weld County, the Board of County Commissioners and the Director of Public Works in multiple transportation related meetings. Provide engineering expertise to County Commissioners as needed. </li><li>Implement and support actions to create a work culture within Engineering that is focused on excellence, accountability, teamwork, and support of Weld County government. </li><li>Position works extensively with the Public Works staff, the public and municipalities. </li><li>Value efforts to create strong working relationships within Public Works, Weld County and with other county/municipality representatives and officials. </li><li>Respond to requests for information from the public regarding traffic complaints, proposed designs and requested changes to roadway characteristics. </li><li>- </li></ul> <p>Required Qualifications</p> <p>Required Education</p> <ul> <li>Bachelor's Degree Civil Engineering </li></ul> <p>Experience Qualifications</p> <ul> <li>15 years equivalent combination of education and experience. </li></ul> <p>Preferred Experience</p> <ul> <li>Local government work experience. </li></ul> <p>Skills and Abilities</p> <ul> <li>Advanced skill level with Excel and Microsoft products. </li><li>Proficiency with ARC GIS. </li><li>Higher level Proficiency using AutoCAD Civil 3D and in the use of floodplain models for design purposes is also desirable. </li><li>Exercise considerable independence on issues related to engineering project activities. </li><li>Demonstrate diplomacy and ability to quickly work through issues when faced with controversial, difficult, or complex situations. </li><li>Must be able to read and speak the English language sufficiently to converse with the general public, to respond to official inquiries, and to make entries on reports and records. </li><li>Add and subtract two-digit numbers and multiply/divide with 10's and 100's. Perform these operations using units of money, weight, measurement, volume and distance. </li></ul> <p>Licenses and Certifications</p> <ul> <li>DL NUMBER - Driver License, Valid and in State Upon Hire Required </li><li>Candidate must pass a substance use screening prior to employment start date.
