<p>Job Title: Director of Maintenance/Transportation</p> <p>Reports to: Superintendent</p> <p>Dept./School: Maintenance/Transportation</p> <p>Director of Maintenance</p> <p>Primary Purpose:</p> <p>Direct and manage district's maintenance and custodial operations. Maintain physical school plant in excellent operating condition so that full educational use may be made at all times. Provide a physical environment that is functional, safe, clean, and attractive.</p> <p>Education/Certification:</p> <p>Bachelor's degree or equivalent experience preferred</p> <p>Clear and valid Texas driver's license - CDL w/ P & S endorsement preferred</p> <p>Texas School Bus Driver certification preferred</p> <p>Special Knowledge/Skills:</p> <p>Knowledge of basic principles of construction, school plant maintenance, and custodial operations</p> <p>Specific knowledge of crafts used in commercial building repair and maintenance including carpentry; electrical repair; heating, ventilation, and air conditioning; painting; and plumbing</p> <p>Ability to conduct on-site inspection of district facilities</p> <p>Ability to manage budget and personnel</p> <p>Ability to implement policy and procedures</p> <p>Ability to interpret data and perform mathematical calculations</p> <p>Ability to read blueprints and schematics</p> <p>Strong organizational, communication, and interpersonal skills</p> <p>Experience:</p> <p>3 years supervisory experience in commercial maintenance operations</p> <p>5 years experience in maintaining a large commercial plant or building</p> <p>Major Responsibilities and Duties:</p> <ul> <li>Ensure that district facilities are functional, safe, clean, and well maintained. </li><li>Develop and maintain written departmental procedures for maintenance, repair, and operations of all district buildings and equipment. </li><li>Assign work to department personnel and oversee completion. Initiate contract repair when work cannot be performed by district staff. </li><li>Assign priority to maintenance work orders and process them. Work cooperatively with principals and facilities managers to schedule and complete repairs. </li><li>Perform repairs and assist skilled workers to complete repairs as needed. </li><li>Estimate cost of repair projects including labor, materials, and other related costs. </li><li>Prepare plans and specifications for contracted repair work and site improvement for submission to business office for bids. </li><li>Inspect all district buildings and facilities and initiate repairs as needed. </li><li>Conduct on-site inspection of completed repair projects. Monitor and inspect contract work. </li><li>Ensure compliance with federal and state law, State Board of Education rule, and local board policy. </li><li>Compile, maintain, and file all reports, records, and other documents required including timekeeping records. </li><li>Develop and administer budget based on documented needs and ensure that operations are cost effective and funds are managed wisely. </li><li>Plan and direct inventory and stock control program for equipment and supplies. </li><li>Recommend disposal of obsolete equipment and purchase replacement equipment when necessary. </li><li>Initiate purchase orders and bids in accordance with budgetary limitations and district policies. </li><li>Approve and forward invoices and purchase orders for maintenance department to business office. </li><li>Select, train, supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal. </li><li>Prepare, review, and revise maintenance department job descriptions. </li><li>Maintain safety standards in conformance with federal, state, and insurance regulations and district requirements and develop a program of preventive safety. </li><li>Provide training and orientation to all workers in safety procedures and proper use of tools and equipment. </li><li>Follow established safety procedures and techniques to perform job duties including lifting and climbing. Operate tools and equipment according to established safety procedures. </li><li>Ensure that equipment is maintained in optimum operating condition and correct unsafe conditions in work area. </li><li>Follow established procedures for locking, checking, and safeguarding facilities. </li><li>Participate in development of the district's disaster plan and be prepared to take an active role in responding to emergencies as needed. </li><li>Respond to after-hours emergency calls as needed. </li><li>Assist in the preparation of department budget. </li><li>Assist in recruiting, screening, selection, training, and evaluation of maintenance employees. </li><li>Maintain accurate information for payroll reporting (time cards, tardiness, and absenteeism). </li></ul> <p>Supervisory Responsibilities:</p> <p>Supervise, evaluate, and recommend the hiring and firing of maintenance workers, lead custodian, grounds supervisor, and support staff assigned to maintenance department.</p> <p>Monitor the work and issue work assignments to maintenance workers, grounds supervisor, and lead custodian.</p> <p>Mental Demands/Physical Demands/Environmental Factors:</p> <p>Tools/Equipment Used: Standard office equipment including computer and peripherals; small hand tools; power tools; district vehicle</p> <p>Posture: Frequent standing, kneeling/squatting, bending/stooping, pushing/pulling, and twisting; may work in tiring and uncomfortable positions</p> <p>Motion: Frequent walking, climbing stairs/ladders/scaffolding; regular grasping/squeezing, wrist flexion/extension, and overhead reaching; frequent driving</p> <p>Lifting: Heavy lifting (45 pounds and over) on a daily basis</p> <p>Environment: Work outside and inside, on slippery or uneven walking surfaces; frequent exposure to extreme hot and cold temperatures, dust, noise, vibration; exposure to chemical and electrical hazards; work ground machinery with moving parts; may work alone; regularly work irregular hours; occasional prolonged hours; frequent districtwide travel</p> <p>Mental Demands: Maintain emotional control under stress</p> <p>Director of Transportation</p> <p>Primary Purpose:</p> <p>Direct and manage district's transportation operations. Ensure safe and efficient operation of transportation department. Oversee maintenance of all district-owned vehicles.</p> <p>Qualifications:</p> <p>Education/Certification:</p> <p>Bachelor's degree</p> <p>Clear and valid Texas commercial driver's license with Passenger (P) and School Bus (S) endorsements</p> <p>Special Knowledge/Skills:</p> <p>Ability to direct and manage operations of a large fleet of vehicles</p> <p>Ability to pass U.S. Department of Transportation alcohol and drug tests and annual physical exam</p> <p>Knowledge of energy management and vehicle repair and maintenance</p> <p>Ability to conduct on-site inspections of all vehicle repair and maintenance operations</p> <p>Ability to manage budget and personnel</p> <p>Ability to implement policy and procedures</p> <p>Ability to interpret data</p> <p>Ability to use technology to plan, operate, monitor, and evaluate transportation operations</p> <p>Strong organizational, communication, and interpersonal skills</p> <p>Experience:</p> <p>supervisory experience in transportation and fleet operations</p> <p>experience as a bus driver</p> <p>Major Responsibilities and Duties:</p> <p>Transportation and Vehicle Maintenance Operations</p> <ul> <li>Manage the delivery of transportation services for students and ensure they are picked up and arrive safely and on time. </li><li>Oversee preparation and updating of bus routes and schedules for all schools in district and develop plans to meet future transportation needs. </li><li>Communicate changes in routes and scheduling to campuses and the public when warranted. </li><li>Coordinate transportation for extracurricular activities and special programs as needed </li><li>Assign bus drivers to routes and extracurricular trips and find substitutes as needed. </li><li>Monitor fuel deliveries and distribution. </li><li>Oversee repair of all district-owned vehicles and preventive maintenance. Ensure vehicle repair requests and work orders are prioritized and processed in a timely manner. Contract for outside services that cannot be performed in shop. </li></ul> <p>Policy, Reports, and Laws</p> <ul> <li>Implement federal and state law, State Board of Education rule, and board policy. </li><li>Compile, maintain, file, and present all reports, records, and other documents required. </li><li>Prepare, process, and maintain all documents required to verify safety certification and alcohol and drug testing of bus drivers. </li><li>Ensure employee time records are accurately maintained and data necessary to process transportation payroll is delivered in a timely manner. </li><li>Follow district safety protocols and emergency procedures. </li></ul> <p>Budget and Inventory</p> <ul> <li>Develop and administer budget based on documented needs and ensure operations are cost effective and funds are managed wisely. </li><li>Maintain current inventory of supplies and parts and initiate purchases in accordance with budgetary limitations and district policies. Approve and forward invoices for transportation to accounting department. </li><li>Recommend disposal of obsolete or worn out vehicles and equipment. Recommend purchase of vehicles as necessary. </li></ul> <p>Student Management</p> <ul> <li>Implement district's student discipline policies and ensure expectations about appropriate behavior when using district transportation are communicated to students. Enforce student discipline and suspension of riding privileges for any student who violates rules and regulations. </li><li>Investigate reported concerns and take appropriate action to resolve issues. </li></ul> <p>Personnel</p> <ul> <li>Select, train, supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal. </li><li>Prepare, review, and revise transportation department job descriptions. </li></ul> <p>Safety</p> <ul> <li>Enforce safety standards that conform with state, federal, and insurance regulations and develop a program of preventive safety. </li><li>Assess road conditions and hazards and advise administration about inclement weather conditions that may result in delayed starts or the closing of schools. </li><li>Investigate school bus accidents and student safety violations. </li><li>Maintain safety standards in conformance with federal, state, and insurance regulations. </li><li>Organize and conduct training programs to promote a safe work environment. </li><li>Ensure transportation equipment is in excellent operating condition. </li><li>Follow district safety protocols and emergency procedures. </li></ul> <p>Other</p> <ul> <li>Participate in development of the district's disaster plan and be prepared to take an active role in responding to emergencies as needed. </li><li>Attend and make presentations at conferences and school board meetings regarding transportation issues and innovations. </li><li>Operate buses and serve as a bus driver as needed. </li><li>Maintain confidentiality at all times. </li></ul> <p>Supervisory Responsibilities:</p> <p>Supervise, evaluate, and recommend the hiring and firing of shop foreman, dispatcher, parts manger, bus drivers, bus monitors, and administrative assistant.*</p> <p>Mental Demands/Physical Demands/Environmental Factors:</p> <p>Tools/Equipment Used: Standard office equipment including computer and peripherals; district vehicle; school bus</p> <p>Posture: Prolonged sitting; frequent standing, kneeling/squatting, bending/stooping, pushing/pulling, and twisting</p> <p>Motion: Frequent walking; regular grasping/squeezing, wrist flexion/extension, and reaching; regular driving</p> <p>Lifting: Regular light lifting and carrying (less than 15 pounds)</p> <p>Environment: Work outside and inside, on slippery or uneven walking surfaces; frequent exposure to extreme hot and cold temperatures, dust, noise, vibration; exposure to chemical hazards; work around vehicles and machinery with moving parts; regularly work irregular hours; occasional prolonged hours; frequent districtwide travel; occasional statewide travel</p> <p>Mental Demands: Maintain emotional control under stress</p>
