We provide one seamless door where individualized solutions create new possibilities, proving that when government works for people, Louisiana works for everyone.</p> <p>Learn more about Louisiana Works</p> <p>The Workforce Development Technical Specialist serves as a program advisor and provides technical support to the Office of Workforce Development (OWD) Management Information Systems (MIS) Unit. This highly specialized position is responsible for monitoring multiple workforce development program areas, including tracking, reporting, and analyzing activities performed by Louisiana Workforce Development Areas (LWDAs) to ensure compliance with federal laws, regulations, policies, and performance requirements.</p> <p>This position also requires comprehensive knowledge of the Louisiana Works proprietary web-based system, Helping Individuals Reach Employment (HIRE). The incumbent must effectively utilize the HIRE system to support program tracking, reporting, data validation, monitoring, and the appropriate use of allocated government funds.</p> <p>The incumbent is expected to identify operational issues, develop solutions, and communicate effectively with leadership and staff at all levels to support continuous improvement within the workforce system. This position promotes collaboration, accountability, efficiency, and consistency while supporting agency goals and maintaining compliance with sensitive timelines and reporting requirements.</p> <p>The Office of Workforce Development (OWD) is a key division of Louisiana Works managing programs in workforce training, job placement, apprenticeships, and business engagement. Through collaboration with local boards, educational institutions, and industry partners, OWD aims to improve economic mobility for job seekers and ensure Louisiana employers have the skilled talent they need, contributing to the state's economic growth.</p> <p>Six years of experience in workforce development, administrative services, or social services; OR</p> <p>Six years of full-time experience in any field plus three years of experience in workforce development, administrative services, or social services; OR</p> <p>A bachelor's degree plus three years of experience in workforce development, administrative services, or social services; OR</p> <p>A master's degree plus two years of experience in workforce development, administrative services, or social services.</p> <p>EXPERIENCE SUBSTITUTION:</p> <p>Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.</p> <p>The official job specifications for this role, as defined by the State Civil Service, can be found here.</p> <p>Job Duties:</p> <ul> <li>Serve as the Eligible Training Provider List (ETPL) Coordinator and Subject Matter Expert (SME). </li><li>Perform Data Element Validation activities and provide technical assistance to Regional Labor Market Areas (RLMAs), Local Workforce Development Areas (LWDAs), and training providers. </li><li>Serve as the ETPL OPC Reviewer and Submitter. </li><li>Conduct quarterly ETPL training sessions for providers and LWDAs, as well as annual ETPL application training. </li><li>Provide technical assistance to Individual Training Account (ITA) providers and workforce system partners as needed. </li><li>Coordinate, analyze, and support federal workforce development reporting requirements, state performance indicators, and end-user data requests. </li><li>Utilize expenditure data, performance reports, participant reports, audit findings, monitoring reports, and on-site visit information to evaluate the effectiveness of Local Workforce Development Areas (LWDAs) and Local Workforce Development Boards (LWDBs) in achieving program goals and objectives. </li><li>Assist in developing standardized processes that support continuous performance improvement and operational consistency throughout the workforce system. </li><li>Performs other duties as assigned. </li></ul> <p>Position Specific Details:</p> <p>Location: Baton Rouge, LA</p> <p>Appointment Type: Probational / Job Appointment / Promotional / Detail to Special Duty</p> <p>How to Apply:</p> <p>No Civil Service test score is required to be considered for this vacancy.</p> <p>To apply for this vacancy, click on the "Apply" link above and complete an electronic application, which can be used for this vacancy as well as future job opportunities.
