<p>The City of Wilmington, a top Delaware employer, has a Department of Finance that oversees many financial functions, including maintaining the City's financial records, billing and collecting amounts due to the City, procurement, the budget, and various administrative services. The Senior Earned Income Tax Agent reports to the Manager. Additional responsibilities include:</p> <p>DUTIES AND RESPONSIBILITIES</p> <p>This position is the primary customer service contact for individual refund requests and assists with individual and employer-earned income tax, business, and related taxes. Processes refund applications from employer accounts and performs account maintenance of withholding employer accounts.</p> <ul> <li>Audits, processes, and recalculates tax forms and license applications, issues adjustments, refunds, and corrected bills. </li><li>Reconciles and performs account maintenance of withholding employer accounts. </li><li>Detailed and extensive analysis and processing of tax and license accounts </li><li>Responsible for the refund hotline and any requests, adjustments, and correspondence involved with the refund process. </li><li>Sorts mail, processes return mail or research complaints and returned checks. </li><li>May train new or temporary personnel. </li><li>Performs other work as assigned. </li></ul> <p>EDUCATION AND EXPERIENCE</p> <p>Graduation from high school or GED equivalency; two years of college with business and/or accounting courses and at least two (2) years of experience with earned income tax reporting is preferred; or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.</p> <ul> <li>Knowledge: Should have basic financial knowledge, preferably with advanced payroll withholdings, including knowledge of Earned Income Tax and business license rules and regulations, and applicable state and federal regulations. </li><li>Skills:Microsoft Office Suite, particularly Word and Excel, including proficiency with spreadsheets </li><li>Abilities: Ability to have a high degree of tact, courtesy, and accuracy in handling customer inquiries and complaints by phone, mail, fax, and in person; excellent communications skills, both oral and written.Requires attention to detail with analytical and mathematical aptitude. Ability to develop and maintain effective working relationships with employees, businesses, and the general public. </li></ul> <p>CANDIDATE EVALUATION</p> <p>Evaluation for this position includes a review of the application materials, certification of qualified applicants, and a panel interview (in-person or virtual).</p> <p>WORKING CONDITIONS AND PHYSICAL REQUIREMENTS</p> <p>All selected applicants must pass a criminal background investigation and have a pre-employment physical.</p> <ul> <li>Physical Requirements: Able to sit, stand, and lift up to 25 lbs. </li><li>Vision: Ability to focus vision up close and at distances and works at a computer viewing a screen. </li><li>Working Conditions: Work is typically performed in an office environment with low noise levels. </li><li>Location: Work hours are Monday to Friday and range between 8:30am - 4:30pm based on business needs. The position works in the Finance department at the City/County building 800 N. French Street, 8th Floor, Wilmington DE 19801. </li></ul> <p>TOTAL COMPENSATION</p> <p>Compensation encompasses both salary administration and a comprehensive benefit package:</p> <ul> <li>Salary Administration: New employees are hired at the starting salary up to the median salary step four based on qualifications and internal equity within the classification. Merit increases are given after a satisfactory performance review. </li><li>Benefits: A comprehensive benefits package is available from day one.
