<p>DIRECTOR OF EMPLOYEE HEALTH AND SAFETY 50025</p> <p>PJC</p> <p>(Non-Competitive)</p> <p>DISTINGUISHING FEATURES OF THE CLASS</p> <p>Under the general direction of the Commissioner of Personnel, an employee in this class directs and conducts a county-wide Employee Health and Safety program. The incumbent will work with Department Heads to establish and maintain health, safety and training programs based on departmental operations. The work involves responsibility of identifying potential accident producing activities, locations or operations and promoting accident prevention through training and awareness campaigns. Incumbent in this class investigates accidents and projects a hazard analysis and assessment. The incumbent inspects facilities to insure regulatory compliance (PESH, OSHA, "Right to Know", NYS DOL) and develops and maintains an agency-wide safety policy and procedures manual, along with programs to support same. Supervision may be exercised over professional, para-professional and clerical support personnel. Does related work as required.</p> <p>TYPICAL WORK ACTIVITIES</p> <p>Develops and maintains an agency-wide health and safety policy and procedures manual and programs to support same.</p> <p>Develops measures to help protect workers from potentially hazardous work methods, processes, or materials.</p> <p>Reviews legislation and rules and regulations affecting safety and health standards and advises on the need for modifying policies and procedures.</p> <p>Develops, coordinates and conducts employee health and safety training programs in accordance with regulatory requirements or as identified by the County.</p> <p>Conducts regular inspections to observe conditions and work practices to provide feedback, as well as inspections of accidents and loss sites to determine causes.</p> <p>Participates in the Investigation of accidents and injuries and prepares materials for County use in hearings, litigation and insurance investigations.</p> <p>Supervises the procedures for reporting of accidents including worker's compensation.</p> <p>Coordinates Drug and Alcohol Testing programs for County.</p> <p>Administers the County critical driver program.</p> <p>Provides on-site job safety/site safety analysis.</p> <p>Leads County-wide safety committee.</p> <p>Acts as liaison with state agencies and with other County departments charged with employee health and safety responsibilities.</p> <p>FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS</p> <p>Thorough knowledge of principles and practices relative to loss control and accident prevention.</p> <p>Thorough knowledge of regulatory compliance (OSHA, PESH, "Right to Know", "Hazard Communication", NYS DOL, Worker's Compensation Law).</p> <p>Thorough knowledge of industrial hygiene, chemical safety skills including DEC, DOL requirements.</p> <p>Good knowledge of the principles and practices of conducting accident investigations, job safety analysis, safety training and inspections.</p> <p>Ability to prepare detailed and complex statistical analysis for the purpose of developing recommendations and/or making decisions.</p> <p>Ability to effectively communicate with others both verbally and in writing.</p> <p>Ability to supervise professional, paraprofessional and clerical support employees.</p> <p>MINIMUM QUALIFICATIONS</p> <p>A. Graduation from a regionally accredited New York State registered College or University with a Baccalaureate Degree in Engineering, Industrial Safety, Risk Management or a closely related field and four (4) years of professional* level work experience, or its part-time equivalent, in the implementation of safety programs, industrial safety, or in the insurance field performing site inspections or investigation claims related to loss or safety, OR;</p> <p>B. Eight (8) years of professional* level work experience, or its part-time equivalent, in the implementation of safety programs, industrial safety, or in the insurance field performing site inspections or investigation claims related to loss or safety.</p> <ul> <li>Professional level work experience is defined as specialized and theoretical knowledge acquired through college education or through experience and training which provides comparable knowledge.
