<p>ESSENTIAL JOB FUNCTIONS: Works under the general administrative direction of the Director of Business and Compliance to assist with directing, planning, and managing the Office of Business Diversity & Compliance (OBDC) and serving as the Title VI Compliance Lead for the City of Memphis. Supports the director in facilitating certification processes for the Minority Owned, Women and Small (M/W /SBE) businesses to conduct business with the City of Memphis. Aids with managing the design, development, and implementation of City-wide programs/initiatives that advance the diversity of supplier base within the parameter of M/W /SBE programs. Administers and coordinates activities and operations that foster growth and improve financial stability. Assists with guiding Contract Compliance processes that serve to facilitate the Equal Business Opportunity (EBO) program and the Small Business Enterprise (SBE) program. Initiates and assist with administering business opportunities and issues to eliminate barriers/requirements that obstructs participation of M/W/SBEs. Develops procedures and standards for the ENC and other OBDC programs. Designs and recommends programs tailored to the needs of small businesses based on comprehensive data analysis, public engagement, and expert input. Coordinates research and grant writing initiatives for competitive funding programs aimed at supporting small businesses, including community development grants, business revitalization projects, and economic empowerment initiatives. Conducts and attends minority program meetings, procurement fairs, and other outreach activities. Assists in implementing key strategic projects such as the 800 Initiative, Propel, and the Competitive Bidder's Prep Accelerator (CBPA). Attends procurement pre-solicitation meetings to explain supplier diversity participation requirements to potential bidders and answer question. Participates in assisting bidders in contracting compliance issues and requirements. Utilizes and develops metrics to measure performance to goal. Helps staying informed about regulatory changes, trends, and information related to supplier diversity.</p> <p>OTHER FUNCTIONS:</p> <ol> <li> <p>May serve in the capacity of the Director.</p> </li><li> <p>Performs additional functions (essential or otherwise) which may be assigned</p> </li></ol> <p>TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing, including speaking to the media and public. Requires the ability to operate general office equipment such as a personal computer, telephone, and wireless technology.</p> <p>TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment.</p> <p>MINIMUM QUALIFICATIONS: Bachelor's degree in Business or Public Administration, Finance or a related field and nine (9) years of experience with seven (7) of the nine (9) years in a supervisory capacity. Working experience in supplier diversity purchasing activities or economic development planning preferred; or any combination of experience and training which enables one to perform the essential job functions. Strong working knowledge of computer software programs including Microsoft Office preferred.</p> <p>The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment.
