This position will provide technical assistance, economic development information, and referral services to individuals, Indian tribes and organizations designed to enhance economic development in North Carolina. This position will also apply for state and federal grants and funding from foundations to bring extended economic development opportunities, resources, and services to tribal communities throughout North Carolina. The Director will be required to attend conferences, seminars, workshops, and training sessions associated with economic development. The Economic Development Director will be required to coordinate in-person and virtual workshops and seminars designed to bring resources, small business opportunities, entrepreneurship, and other economic development initiatives to tribal communities. </p> <p>Key Responsibilities: </p> <p>The North Carolina Commission of Indian Affairs is seeking a skilled and experienced Economic Development Director to lead the organization's efforts in economic advancement among American Indian communities. The successful candidate will oversee all aspects of economic development data collection, analysis, and reporting, with a particular focus on understanding the unique challenges faced by American Indian communities with respect to economic development.</p> <p>Responsibilities:</p> <ul> <li>Develop and oversee the implementation of a comprehensive economic development program, design surveys, data collection, analysis, and reporting </li><li>Develop and maintain relationships with relevant stakeholders, including tribal governments, community groups, and other organizations, to facilitate the collection of high-quality data from American Indian communities </li><li>Provide economic resources and guidance to support the American Indian Communities </li><li>Analyze economic data and prepare reports summarizing findings, trends, and recommendations for action, with a focus on understanding the unique challenges faced by American Indian communities </li><li>Collaborate with other departments to integrate economic data into larger organizational initiatives and projects </li><li>Present economic findings to internal and external stakeholders, including senior management, funders, and policymakers </li><li>Assist businesses in obtaining funding and other resources </li><li>Apply for economic development-related grant funding from state, federal and foundations </li><li>Provide staff support to the Commission's Economic Development Committee </li><li>Manage the USDA Packager Program: </li><li>Assist applicants in preparing and submitting complete and accurate USDA 502/504 Direct Loan and Grant applications. </li><li>Conduct outreach and coordinate training for tribal communities to inform them of USDA program guidelines and certification processes. </li><li>Serve as a liaison between applicants, tribal organizations, and the USDA. </li><li>Ensure compliance with USDA regulations and track applications through approval or denial. </li><li>Manage one Program Coordinator who will be a direct report </li><li>Provide reports and analytics of the USDA program </li><li>Participate in train-the-trainer workshops with the American Indian Communities. </li></ul> <p>Division/ Department Overview: </p> <p>The Commission of Indian Affairs is an advocacy agency housed within the NC Department of Administration. The Commission works to implement or sustain programs that provide aid and protection for American Indians, assist American Indians and others who reside in American Indian Communities in social and economic development, and promote an awareness of American Indian culture and history. In carrying out its mandate (N.C. G.S. 143B-406) and objectives, the NC Commission of Indian Affairs (NCCIA) operates a range of programs tailored to the needs of the American Indian communities in North Carolina. One of these initiatives is the Economic Development Program, which provides economic resources to all tribal communities. This program will gather insights from all American Indian communities across North Carolina, providing a valuable data set for American Indian economic development initiatives.</p> <p>NOTE: "See Resume" is not acceptable to show work history.</p> <p>MANAGEMENT PREFERENCES:</p> <ul> <li>Excellent computer skills to include Microsoft Word, Excel, Access, and Outlook, as well as SharePoint and Drupal. </li><li>Experience or Knowledge in Database applications such as SharePoint program or Grantee Performance Management System. </li><li>Experience interacting with economic development stakeholders, programs, tribal governments, and local American Indian Programs such as Small Business Administration, NC Rural Development, NC Commerce. </li><li>Demonstrated experience in applying for economic development grant funding from state, federal, and foundations. </li></ul> <p>NECESSARY REQUIREMENTS:</p> <ul> <li>Applicants must be willing to travel, including some overnight stays, as needed to fulfill position responsibilities. </li><li>Valid NC Driver's License or acquire NC Driver's License within 60 days of hire. </li></ul> <p>Some state job postings say you can qualify by an "equivalent combination of education and experience."
