<p>Title</p> <p>Director of Department Finance - Public Works & City Engineering</p> <p>Open Date 4/18/2025 Full-Time/Part-Time Full-Time Exempt/Non-Exempt Exempt Bargaining / Non-Bargaining Non-Bargaining Division Administration & Finance Location Finance Reports To City Director of Finance Schedule Monday - Friday Pay Rate up to $86,500 annually Description</p> <p>SALARY: up to $86,500 annually</p> <p>POSITION SUMMARY:</p> <p>Manages and coordinates the financial operations for the City's Water Utility, Wastewater Utility and Solid Waste Divisions. Under the direction of the City Finance Director, works with the Director of Public Works, the Deputy Director of Public Works, The City Engineer & the Director of Water Works, Director of Wastewater, and the Director of Solid Waste to ensure effective fiscal management of departmental activities, including managing and analyzing budget, building fiscal stability, and overseeing effective financial processes (including payroll, purchasing, accounts receivable, and accounts payable) within the context of established City policies. Ensure accurate, timely accounting records and reports for the department.</p> <p>As a leader and employee of the City of South Bend, you are called upon to serve in a manner that supports Our Core Values: Excellence, Accountability, Innovation, Inclusion, and Empowerment as you carry out our primary employee expectations: Champion Values & Organizational Pride, Champion Operational Excellence, Make Sound Decisions, Embrace Coaching and Accountability, Communicate with Excellence, Value Diverse People and Perspectives, Embrace Personal Development, Exhibit a Positive Attitude and Own Your Health, Wellness & Safety</p> <p>SUPERVISION EXERCISED:</p> <p>Responsible for overseeing financial functions, including several professional positions responsible for accounts payable, payroll, accounts receivable, and accounting/reporting</p> <p>DUTIES AND RESPONSIBILITIES:</p> <ul> <li>Manages assigned operations, plans and organizes workloads; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed. </li><li>Develops annual operating and capital budgets in conjunction with division Directors and the City Controller, and City Finance Director. </li><li>Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities and time. </li><li>Responsible for department accounting, purchasing, payroll, and disbursement functions, within the context of City policies and procedures. </li><li>Manages financial reporting, in compliance with Indiana Utility Regulatory Commission requirements. </li><li>Assists the City Controller with the preparation of the Annual Financial Report (A/CFR), including gathering and supplying supporting documentation for the City's annual audit. </li><li>Assists the City Controller, City Reporting Team in the development of monthly financial reports and supports the ongoing monitoring of internal controls. </li><li>Develops short- and long-range business plans and strategy in conjunction with division Directors; gathers, interprets and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies. </li><li>Serves as a fiscal liaison for the department with respect to the South Bend Common Council, as well as to boards, commissions, government agencies and community-based groups, as requested. </li><li>Assumes additional responsibilities as requested. </li></ul> <p>EDUCATION / QUALIFICATIONS:</p> <ul> <li>Bachelor Degree in Accounting, Business Administration, Economics, Finance, or a related field. </li><li>CPA, CMA or Master's Degree preferred. </li><li>Minimum of 3 years of experience in managing and leading financial operations. </li></ul> <p>KNOWLEDGE AND ABILITY:</p> <ul> <li>Knowledge of accounting, auditing, state and federal regulations. Must have the ability to perform administrative budgeting, coordinate the activities of others and continually evaluate the need to revise, add or delete the various types of records kept, monitoring needed, etc. </li><li>Ability to communicate with supervisors, peers, or subordinates, providing information by telephone, in written form, e-mail, or in person. </li><li>Ability to organize, plan, and prioritize work, developing specific goals and plans to accomplish work. </li><li>Demonstrated proficiency with Microsoft Office Products, particularly Microsoft Excel </li><li>Working knowledge of City or County government a plus. </li></ul> <p>CERTIFICATES, LICENSE, REGISTRATION:</p> <ul> <li>Valid Driver's License required if driving City vehicle </li></ul> <p>EQUIPMENT:</p> <p>Computer, copier, telephone, automobile, cell phone.</p> <p>PHYSICAL DEMANDS:</p> <p>Work is performed mostly in an office setting. Some outdoor work is required in the inspection of various projects and construction sites. While performing the duties of this job, the employee is occasionally required to stand or sit; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; talk or hear. The employee must occasionally lift and/or move up to 10 pounds.</p> <p>Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.</p> <p>WORK ENVIRONMENT:</p> <p>Work is performed primarily in an office setting, with moderate inside temperatures. The noise level in the work environment is usually quiet to moderate in the office and moderately loud in the field.
