<p>This job will be accepting job applications until the position is filled.</p> <p>Annual Salary:</p> <p>Please refer to the job description for qualifications and salary expectations.</p> <p>Department:</p> <p>General Government, Stormwater Management</p> <p>Division:</p> <p>Stormwater MS4 Review</p> <p>FLSA:</p> <p>Exempt</p> <p>Job Description:</p> <p>The anticipated salary range is up to $137,000 annually, depending on qualifications.</p> <p>This role will lead and manage the Engineering Technical Review Division to ensure efficient operations and high-quality work.</p> <p>Examples of Duties:</p> <ul> <li>Leads and manages the Engineering Technical Review Division. Provides technical expertise and oversight for division staff and plan review engineers to ensure conformance with applicable design standards, specifications, manuals, and City policies as well as applicable regulatory requirements related to stormwater management and engineering. </li><li>Selects, trains, supervises, and provides technical expertise and oversight for division staff and plan review engineers. </li><li>Manages procurement, contract administration, and work product for consultant support of plan review activities and other projects. </li><li>Sets schedules and priorities, performs performance appraisals, conducts/initiates disciplinary actions, and counsels staff as necessary regarding performance expectations, policies and procedures. </li><li>Serves as the City's lead engineer for matters related to stormwater management and the public and private rights-of-way. </li><li>Manages and performs technical reviews of complex plans for new development and redevelopment to ensure compliance with applicable engineering and stormwater management design specifications, City policy and regulatory requirements. </li><li>Analyzes reports, maps, drawings, tests, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to review and design various projects. </li><li>Prepares, reviews, updates, and makes recommendations for engineering and stormwater standards. </li><li>Addresses potential conflicts with existing infrastructure and encroachments for public and private projects. </li><li>Oversees the Division's participation in the encroachment review process, preconstruction conferences, plat review process, and infrastructure dedication package approval process including performance and warranty bonds in collaboration with the Infrastructure Management Division. </li><li>Assists in developing and overseeing the program elements required by the NPDES Phase II MS4 Discharge Permit and other State and Federal regulations that may be applicable to the City's stormwater management program. </li><li>Assists in making regular updates to the City Stormwater Design Standards Manual for compliance with State and Federal permits as well as adjustments based on development patterns and flooding issues in the City. </li><li>Represents the City in coordination with State and other organizations for interagency enforcement and collaboration. </li><li>Interacts with applicants, contractors, and the public on development issues. Attends meetings and public hearings as needed. </li><li>Manages preparation and implementation of the Division's budget. </li><li>Provides a high level of customer service to internal staff, engineers, surveyors, developers, consultants, contractors, and citizens. Proactively communicates to explain review processes and resolve issues. </li><li>Tracks, analyzes, and reports on metrics as needed to evaluate and improve applicable processes. Prepares presentations. </li><li>Reviews, evaluates and makes recommendations for the implementation of new technologies related to stormwater management and engineering methods proposed by applicants. </li><li>Assists in municipal emergency operations. </li><li>May represent the Department Director at meetings. </li><li>Performs other duties as assigned. </li></ul> <p>Basic Qualifications:</p> <ul> <li>Bachelor of Science or higher in in Civil Engineering, Environmental Engineering or related field and eight years of relevant site, road, stormwater, or field construction experience; or an equivalent combination of education and experience. </li><li>Valid state-issued driver's license. </li><li>Registered Professional Engineer in the state of South Carolina or registered in another state with the ability to become certified in South Carolina within 6 months of hire. </li><li>Thorough knowledge of Microsoft Windows, Outlook, Excel, Word, and Bluebeam or similar software. </li></ul> <p>Preferred Qualifications:</p> <ul> <li>Experience in site development, infrastructure construction/management, and/or hydrology/stormwater management. </li><li>Background in management and permitting, especially if with a municipality. </li><li>Knowledge of AutoCAD, ESRI GIS, ICPR, and other engineering software platforms. </li></ul> <p>Other Necessary Requirements:</p> <ul> <li>In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City's needs. </li><li>May require evenings, weekends, and holidays as scheduled. </li></ul> <p>The City of Charleston is firmly committed to Equal Employment Opportunity ( EEOC) as a fundamental policy to be implemented and observed in our daily operation.
