<p>Position Summary</p> <p>As a Procurement and Contract Policy Analyst, you will be responsible for analyzing, developing, and updating procurement and contract management policies and procedures used at DHS to ensure they meet minimum standards established by the State Procurement Manual and other federal regulations and guidelines. The ideal candidate will have extensive knowledge of program planning principles to develop policies and procedures, and materials and curricula for the required training of bureau staff, sub-delegated facility staff and DHS program customer staff to ensure the proper application of procurement statutes, administrative code, state policies and procedures and federal Uniform Guidance requirements.</p> <p>Additionally, you will be responsible for developing and operating a formalized audit and internal management review program of DHS procurement and contract management (sourcing) activities and contract centralization and compliance activities, including internal sub-delegation to assure compliance with existing policies and procedures. You will also design standardized formats and templates for consistent usage, in accordance with state and federal regulations.</p> <p>Salary Information</p> <p>The starting salary is between $37.50 and $41.00 per hour (approximately between $78,000 and $85,200 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.</p> <p>Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. These positions are classified as a Program and Policy Analyst - Advanced and are in pay schedule and range 07/03.</p> <p>Job Details</p> <p>All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.</p> <p>For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.</p> <p>Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided.
