<p>The purpose of this position is to on all aspects of utility to enforce compliance with all applicable federal, state, and local codes and regulatory standards governing construction, development and maintenance of the utility infrastructure. This class works under general supervision, independently developing work methods and sequences. </p> <p>The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.</p> <ul> <li>Conducts efficient and timely completion of inspections for installation and construction projects of underground utilities projects according to pre-established schedules. </li><li>Evaluates construction site work for compliance with established local, state, and federal codes and regulatory standards applicable to the work; follows up with contractors with completed work and discusses upcoming work. </li><li>Responds to, research, and investigates construction related inquiries and complaints regarding illegal discharge or hazardous conditions in new and existing utility systems. </li><li>Receives, inputs, and reviews backflow test reports, issues backflow retest notifications. </li><li>Attends preconstruction meetings with general contractors, owners, various other contractors and city personnel to go over the upcoming projects and to answer any questions and set a timeline for the job at hand. </li><li>Documents, records, and maintains detailed records and reports regarding inspection activities, e.g., inspection logs, conclusions, notices issued, actions taken. </li><li>Reviews various records and documentation relating to inspection category, e.g., construction plans and specifications, drawings, schematics, diagrams, standard codes. </li><li>May collect water samples from different sources including raw, semi-processed and/or processed water, industrial wastewater, or water from other sources to assess pollution problems. </li><li>Performs related work as assigned. </li></ul> <p>MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:</p> <ul> <li>Requires an Associate's degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education. </li><li>Over one year and up to and including two years of related experience or an equivalent combination of education, training, and experience. </li></ul> <p>SPECIAL CERTIFICATIONS AND LICENSES:</p> <ul> <li>Certified Stormwater Plan Reviewer (CSPR). </li><li>Certified Erosion Prevention and Sediment Control Inspector (CEPSCI). </li><li>Post-Construction BMP Inspector. </li><li>Master Rain Gardener. </li><li>Master Pond Manager. </li><li>Annual OSHA Hazmat certification. </li><li>South Carolina boaters' education card. </li><li>FEMA certifications. </li><li>Must possess and maintain a valid state driver's license with an acceptable driving history. </li></ul> <p>All applicants tentatively selected for a position with Beaufort County Council will be required to submit to urinalysis to screen for the illegal use of drugs and to a background check prior to appointment.
