Propose estimating strategy and provide hands-on management of technical and tendering personnel during the bid phase of projects. Provide and in-depth analysis and reporting of estimate and allowances.</p> <p>Job Description</p> <ul> <li>Build-up of direct and indirect cost estimate for major projects. </li><li>Prepare lump sum tenders, tender summary sheets and cash flows. </li><li>Review and manage design deliverables from consultants. </li><li>Liaise with and manage subcontractors and suppliers. </li><li>Review subcontracts to ensure compliance with ACCIONA operational and technical requirements. </li><li>Prepare Order of Magnitude (OOM) Budgets based on Reference/Indicative Documents. </li><li>Set-up Cost Work Break-Down Structures (WBS) for complex heavy civil/transportation projects. </li><li>Perform Quantity Take-offs and assemble Bill of Quantities (BoQ's) documents. </li><li>Develop direct cost estimates based on project specifications, drawings and addenda. </li><li>Prepare general accounts/indirect cost estimates. </li><li>Develop cost unit rates from basic principles by making use of labour, equipment and material resources. </li><li>Generate Labour unit rates in compliance with the labour wage requirements of project locations. </li><li>Prepare and update complete construction budgets as projects design progresses. </li><li>Prepare construction budget review presentations for management. </li><li>Coordinate and lead Estimating Working Group meetings with CJV partners. </li><li>Generate alternate price for value engineering scope elements for the projects. </li><li>Prepare tender summary sheets and cash flows. </li><li>Participate in design workshops during the project's design development in order to provide cost/construction input. </li><li>Review and incorporate into estimate design deliverables from consultants. </li></ul> <p>Essential Functions</p> <ul> <li>Provide assessment of estimating accuracy and prepare relevant analyses. </li><li>Prepare estimates from first principles. </li><li>Competence with estimating software package. </li><li>Provide direction and support to operational/technical staff and subcontract partners. </li><li>Devise and implement sound operational and technical controls on project bids. </li></ul> <p>Knowledge, Skills, and Abilities</p> <ul> <li>Working knowledge of contract language and legal requirements of contracts. </li><li>Excellent technical, organizational, managerial and planning skills. </li><li>Team leader with strong interpersonal and relationship building skills with well developed communication and negotiation skills. </li><li>The ability to assist in determining bid strategies. </li><li>Exceptional communication skills, both written and verbal. </li></ul> <p>Required Skills and Competencies</p> <ul> <li>Minimum 10 years' experience in a project management or senior estimator role on large infrastructure projects. </li><li>Post-Secondary diploma or degree related to Construction Management, Quantity Surveying, Estimating, Engineering or related education. </li><li>Experience in creating a complete bid price using Estimating software. </li><li>Experience in creating preliminary construction schedules. </li><li>Experience in working in multi joint venture environment. </li><li>Experience in working on bids with values in excess of $1000M. </li><li>Experience utilizing computerized estimating systems. </li><li>Experience as a project or construction manager on large infrastructure projects a definite asset. </li></ul> <p>ACCIONA has been given the Top Employer 2022, 2023, 2024 & 2025 certification in Canada, as well as the Top Employers North America 2022, 2023, 2024 & 2025 seal, which certifies the company's commitment to excellence in human resources management and those who focus on putting their people first through their exceptional HR policies.
