This is subject to change due to the BHA's needs.</p> <p>8-5 Monday through Friday</p> <p>Please note: These working arrangements are subject to change.</p> <p>About this Position:</p> <p>This position is a full-time Temporary Aide position within the Workforce Development Division with an anticipated end date nine (9) months after the hire date. </p> <p>About the work unit:</p> <p>Located within the Behavioral Health Administration work unit, under House Bill (HB) 21-1097. HB21-1097 provides that a Behavioral Health Administration (BHA) was created to be a single state entity. It was initially established under CDHS as of July 1, 2022, and will provide administrative and "back-of-the-house" support as long as the BHA remains under CDHS' purview. The BHA is a permanent entity that will be responsible for leading and promoting the state's behavioral health priorities and efforts across agencies, creating shared goals, improving collaboration, and driving accountability and transparency. The BHA will provide oversight and coordinate service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. The BHA will also work to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented, to ensure and meet our vision of having a comprehensive, equitable, effective continuum of behavioral health services that meets the needs of all Coloradans. The Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers, and reviews and designates the State's 27-65 providers and licenses substance use disorder service providers. BHA executes the State's federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority to administer federal mental health and substance abuse block grant funds</p> <p>Duties of the position:</p> <p>Leading, Planning, Execution, Restructuring</p> <ul> <li> <p>Create a plan with recommendations to share with the Appointing Authority to restructure the current operations of the division for the purpose of long-term sustainability and growth.</p> </li><li> <p>Manage initiatives that must be completed as required by statute, as well as the statewide behavioral health workforce development report recommendations, and any other initiatives directed by their AA. </p> </li><li> <p>Develop a strategic multi-year plan for the implementation of behavioral health workforce development initiatives across agencies. </p> </li><li> <p>Maintain awareness of all behavioral health workforce development initiatives that are taking place across the state and direct the priorities in their implementation plan as appropriate. </p> </li><li> <p>Meet with state agency partners and other stakeholders to identify the geographic areas in need of a workforce development plan. Galvanize these local partners in the development of plans to help achieve their workforce goals. </p> </li><li> <p>Convene and lead all partners across the State who are critical to achieving success. </p> </li><li> <p>Identify and recommend opportunities to coordinate resources and lead strategic planning with critical partners to ensure statewide and regional workforce development challenges are being addressed.</p> </li></ul> <p>Monitoring/Evaluation</p> <ul> <li> <p>Develop a methodology to measure progress toward completing the workforce development implementation plan. </p> </li><li> <p>Develop and regularly share statistics from a dashboard that reflects progress. </p> </li><li> <p>Determine steps to be taken if progress is not being made toward the accomplishment of the plan. </p> </li><li> <p>Develop, publish, and update a statewide and/or regional dashboard.</p> </li><li> <p>Continually monitor and evaluate the effectiveness of workforce initiatives. </p> </li><li> <p>Enforce outcomes for contracts as needed.</p> </li><li> <p>Monitor budgets to ensure resources are being used efficiently. </p> </li><li> <p>Tabulate and analyze monthly quantitative measurements of success. </p> </li></ul> <p>Community Relations</p> <ul> <li> <p>Delegate staff to develop and maintain community relations.</p> </li><li> <p>Work closely with state and local government partners, schools, providers, community colleges, local workforce areas, etc. to convene these groups and help them build positive relationships. Communicate with and disseminate information to partners to keep them updated on workforce development initiatives and solicit their feedback. </p> </li><li> <p>Effectively represent the statewide behavioral health workforce initiatives in all communities, serving as a collaborative partner.</p> </li><li> <p>Define opportunities for partnerships, resulting in an enhancement to the statewide behavioral health workforce initiatives.</p> </li><li> <p>Ensure compliance with state standards for media and marketing efforts.</p> </li><li> <p>Represent the BHA across the state and in any official capacity as determined by the appointing authority for this position.</p> </li></ul> <p>Special Projects/Collaboration</p> <ul> <li> <p>Lead ongoing systems change efforts.</p> </li><li> <p>Ensure quality and diversity of service delivery and funding streams based on local need. </p> </li><li> <p>Develop and implement special projects, including workforce recommendations outlined in the Blueprint for Behavioral Health Reform, and/or those initiatives funded by the legislature and directed by the Department </p> </li><li> <p>Participate in and direct local & state-level workforce development projects and initiatives</p> </li><li> <p>Actively participate in statewide meetings relevant to workforce development, and co-lead those meetings when appropriate.</p> </li><li> <p>Identify potential funding sources and develop proposals for specially funded projects or initiatives.</p> </li><li> <p>Conducts presentations across the state to review workforce initiatives and solicit feedback.</p> </li><li> <p>Develop and implement special projects. </p> </li><li> <p>Participate in state-level projects and initiatives related to workforce development. </p> </li></ul> <p>Experience Only:</p> <p>Nine (9) years of relevant professional experience in an occupation related to the work assigned to this position. Relevant areas may include behavioral health, workforce development, strategic planning, project or program management, public administration, organizational development, or a related field.</p> <p>OR</p> <p>Education and Experience Combination:</p> <p>A combination of related education and/or relevant professional experience in an occupation related to the work assigned to this position, totaling at least nine (9) years.</p> <ul> <li>Examples of related education may include coursework or degrees in Public Administration, Social Work, Psychology, Behavioral Health, Public Health, Human Resources, Business Administration, or Organizational Leadership. </li></ul> <p>Preferred Qualifications:</p> <ul> <li> <p>Master's degree in a related field such as Public Administration, Public Health, Social Work, Organizational Leadership, or Behavioral Health.</p> </li><li> <p>7-10 years of leadership experience in workforce development or behavioral health systems.</p> </li><li> <p>Demonstrated success leading statewide or regional initiatives related to workforce development, systems reform, or service delivery redesign.</p> </li><li> <p>Experience in identifying and securing funding through proposals or grants.</p> </li><li> <p>Knowledge of behavioral health policy, statewide service systems, or government reform efforts.</p> </li><li> <p>Familiarity with equity, diversity, and inclusion principles in workforce planning.</p> </li><li> <p>Project Management Professional (PMP), SHRM-CP/SCP, CWDP, or similar professional certification.</p> </li></ul> <p>Conditions of Employment:</p> <ul> <li>This position is delegated as a hybrid position.
