With fiscal responsibilities that cross all aspects of the agency, DCR's Administration and Finance team supports DCR in achieving its mission and core principles while remaining fiscally responsible with valued taxpayer dollars.</p> <p>Job Opening:</p> <p>The Department of Conservation and Recreation, seeks applicants for an Accountant IV to perform the following duties:</p> <p>Please submit a cover letter and resume to their online submission.</p> <p>GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES</p> <p>The Accountant IV is responsible for examining, analyzing, and interpreting accounting records for the purpose of giving advice or preparing statements; maintaining accounting records; and preparing financial statements and reports. Responsible for monitoring and tracking the annual spending plans for the cost centers within the Design and Engineering Division, including Stormwater, Dam Safety and Trust accounts. Oversees the Massachusetts Managment Accounting and Reporting System (MMARS) transactions for procurement and bill payment activities; provides contract support for division members; monitors spending to ensure adequate cost controls and compliance with state finance law requirements, governing laws, rules and regulations.</p> <ul> <li>Process and track accounting requests for DCRs Capital and Trust accounts. Submits requests to Capital Budget Director, Accounting Director, and Chief Budget Officer for funding guidance and approval. </li><li>Review all project submissions through the docket process for compliance with DCR, The Office of the State Comptroller (CTR) and Operational Services Division (OSD) policies, verifying all accounting information is correct in regard to MMARS accounts, expiring contracts, Master Agreements, etc. </li><li>Provides contract support to DCRs Design and Engineering (D&E) division as well as accounting assistance. </li><li>Oversees related MMARS cost accounting transactions for encumbrance, procurement, invoices, bill payment initiated by direct reports for department approvals; provides or ensures data entry of costs center transactions on MMARS; and monitors MMARS document catalog; and utilizes the Commonwealth Information Warehouse (CIW) to produce financial reports on encumbrances, and payments. </li><li>Report on utilization of contracts by monitoring expenditures and identify any deficiencies/surpluses within contracts </li><li>Submit and track all encumbrances that exceed 500k to CTR for approval. </li><li>Monitors expenditures, obligation ceilings, and allotments in MMARS are in compliance with spending plans and recommends transfers to maximize the spending of funds. Assists Capital Budget Director, Accounting Director and Chief Budget Officer in tracking capital and trust spending and discusses surpluses, deficiencies and resolutions. </li><li>Monitors appropriations for negative balances, correcting MMARS documents related to capital and trust accounts and to maintain positive balances in all appropriations. </li><li>Responsible for having documents available for audit by CTR. </li><li>Provides technical assistance and training to direct reports on fiscal matters, e.g., contracting, use of MMARS, expenditure classification, purchasing of goods and payments. </li><li>Participate in administration and finance meetings and Design and Engineering meetings to discuss accounting issues and resolve problems. </li><li>Responds to inquiries from department staff statewide, vendors and state oversight agencies. </li><li>Enter documents and transactions in MMARS when necessary for capital and trust accounts. </li><li>Review and notify Capital planning office of expiring contracts monthly. </li><li>Track and update Program Codes/Phases with CTR are requested. </li><li>Performs other related duties as requested. </li></ul> <p>PREFERRED QUALIFICATIONS:</p> <ul> <li>Knowledge and experience with state financial operating systems, including MMARS and Office of State Comptroller's regulations. </li><li>Ability to generate reports and query the Information Warehouse (CIW), analyze data, and prepare reports to capture and display spending and other financial activity. </li><li>Intermediate proficiency using Microsoft SharePoint, Teams, Word, Access, and Outlook. Advanced proficiency utilizing MS Excel and pivot tables. </li></ul> <p>First consideration will be given to those applicants that apply within the first 14 days.</p> <p>Minimum Entrance Requirements:</p> <p>Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.</p> <p>Substitutions:</p> <p>I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*</p> <p>II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.*</p> <p>III.
