Assures compliance with Federal, State and local codes and standards and contractual provisions.</p> <p>ESSENTIAL JOB FUNCTIONS</p> <ul> <li>Reviews federal project development plans for compliance with codes, regulations, and standards adequate of applications for permits and compliance with approved plans. </li><li>Coordinating the preparation of engineering plans and specifications, and coordinating the required projects for advertising for bids. </li><li>Assists with preparation of sanitary sewer, water, and storm drainage designs. </li><li>Inspects and approves all phases of public and private construction and improvement work to assure that the appropriate construction is completed in compliance with the plans, standards, specifications, special requirements, codes and regulations. </li><li>Issues correction notices or approvals as required. </li><li>Inspects and approves construction and installation of streets, curbs, gutters, sidewalks, storm drains, driveways, and related utilities and structures as assigned. </li><li>Inspects construction work under excavation, clearing and grading permits. </li><li>Inspects to assure compliance with local, State or Federal standards for any right-of-way, street use, other permits issued to private utilities or contractors. </li><li>Coordinates activities and schedules with utility companies, contractors, property owners and other City departments. </li><li>Resolves conflicts within scope of authority. </li><li>Maintains regular contact with consulting engineers, construction project engineers, Federal and State Agencies. </li><li>Assists with preparation for Capital Improvement Program Projects. </li><li>Assures as-built records of projects, and documents necessary changes for the operation and maintenance programs. </li><li>Checks for proper use and placement of traffic control devices to assure compliance with the Manual on Uniform Traffic Control Devices (MUTCD). </li><li>Transfers field notes and activity information into the official MODOT log book. </li><li>Computes the pay items that have been completed for that period and record in the MODOT log book. </li><li>Provides information and responds to inquiries from contractors, property owners, staff, and the general public regarding assigned public works projects. </li><li>Verifies quantities and assists with contractor pay requests and change orders. </li><li>Maintains a variety of logs and records related to employees, work assignments and inspection activities. </li><li>Conducts wage interviews with contractor's employees </li><li>Prepares and posts pay estimates as required. </li><li>Performs work in accordance with safety policies and procedures. </li><li>Assists in the training of other County personnel in public works design and construction techniques. </li><li>Acts as a liaison between the Private Contractor and the Engineer of the project and/or Residents effected. </li><li>Compiles information and prepares construction reports as required. </li><li>Reviews field staking and makes revisions within scope of authority. </li><li>Serves as a member of survey crew for flagging, as needed. </li><li>Performs work at assigned location during specified business hours. </li><li>Performs related additional duties as required and assigned. </li></ul> <p>Position Construction Inspector Position Requirements</p> <p>QUALIFICATIONS</p> <p>Education and Experience:</p> <ul> <li>High School Diploma or equivalent; </li><li>Two (2) years of related technical or college training in construction, engineering technology, civil engineering or a closely related field is preferred; </li><li>Two (2) years of closely related experience; </li><li>Or equivalent combination of education and experience. </li></ul> <p>Licenses or Certifications:</p> <ul> <li>Must possess a valid State Class E Driver's License. </li></ul> <p>Special Requirements:</p> <ul> <li>Some situations may require early morning or late evening hours. </li></ul> <p>Knowledge, Skills and Abilities:</p> <ul> <li>Knowledge of civil engineering principles, practices and methods as applicable to a municipal setting. </li><li>Knowledge of applicable laws, standards and regulations relating to construction, inspection, safety and traffic control. </li><li>Knowledge of public works inspection methods. </li><li>Skill in reading and interpreting construction drawings, plans and specifications. </li><li>Skill in operating the listed tools and equipment. </li><li>Skill in applying material testing procedures. </li><li>Ability to prepare, organize and maintain inspection field and office data, reports and systems. </li><li>Ability to perform required mathematical computations. </li><li>Ability to effectively communicate complex technical information, orally and in writing, to contractors, developers, property owners, employees, consultants, other governmental agency representatives, City officials and the general public. </li><li>Ability to use personal computer, including work processing, spreadsheet, and data base, motor vehicle, phone, radio, fax and copy machine. </li><li>Ability to work outdoor in the inspection of various land use developments, construction sites, or public works facilities. </li></ul> <p>PHYSICAL DEMANDS</p> <p>The work is medium and requires exerting up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires mental and visual acuity, speaking, balancing, climbing, crawling, crouching, feeling; picking, pinching, typing, or otherwise working primarily with fingers rather than with the whole hand; grasping; picking, holding or otherwise working with the whole hand; hearing, kneeling, pulling, pushing, reaching, repetitive motion, standing, stooping, talking, and walking.</p> <p>WORK ENVIRONMENT</p> <p>Some work is performed indoors in an office environment with low to moderate noise level; the majority of work is performed outdoors in temperatures below 20 degrees Fahrenheit and above 100 degrees Fahrenheit and humid conditions. The employee will occasionally come in contact with wet surfaces or substances with exposure to uneven/slippery surfaces; direct sunlight exposure and rough undeveloped terrain conditions at various proposed or ongoing developments the possibility of bodily injury when working on ladders, confined spaces or cramped body positions, working near large moving equipment, in darkness or dim light or being burned. Work is often performed near loud annoying noise, exposure to insects, near electrical hazards with exposure to noxious air, odor, smoke, toxic substances, asbestos, or free silica, and dust.
