<p>Under general supervision from the Director of the Human Resources Department this position will be assigned to either the downtown or JFS CPD team; independently coordinates employment recruitment and selection activities; develops knowledge and skills sufficient to serve as the department's key resource in one or more HR program areas; acts as liaison between the Board of County Commissioners and applicable Federal and State agencies; develops, prepares and reviews a variety of personnel forms, documents, records and reports; provides technical assistance to department heads on human resources and personnel issues, explains civil service laws and rules, and provides interpretations of collective bargaining agreements and personnel policies and procedures; actively participates in labor relations process.</p> <p>May be assigned one or more specific areas of specialization (ADA, FMLA, employee relations, classifications, etc…), and will acquire the knowledge and skills necessary to perform the primary functions associated with that program.</p> <p>Provides technical advice to department heads and advises and counsels employees on human resources-related issues, including civil service laws, personnel policies and procedures, and collective bargaining agreement articles. Acts as liaison between the Board of County Commissioners and any applicable Federal and State agencies.</p> <p>Conducts and evaluates job audits, ensures resulting position description complies with state and/or locally negotiated specifications.</p> <p>Independently plans and conducts employee recruitment, selection and placement activities:</p> <ul> <li>Coordinates the preparation and distribution of job postings and advertisements </li><li>Screens applicants or bidders to determine eligibility </li><li>Conducts interviews and explains policies, procedures and benefits </li><li>Assist the Director on selecting applicants based on interviews and skills assessment results. </li></ul> <p>When directed, actively participates in labor relations process:</p> <ul> <li>Investigates requests for disciplinary action and employee grievances, issues intents to discipline </li><li>Participates in negotiations, labor/management meetings, and grievance hearings, as required </li><li>Represents employer at pre-disciplinary hearings, as required </li><li>Testifies at hearings, as assigned </li></ul> <p>When directed, investigate complaints of harassment, including ORC charges; prepares report of findings and gathers all required documentation; prepares follow up after investigation with recommendations with all applicable parties assists in compilation of annual EEO reports.</p> <p>Coordinates the exchange of information needed to prepare and processes new hires and changes in employment status (personnel actions, etc…) so that data can be entered into the HRIS system; Able to independently run reports in HRIS.</p> <p>May enter data in the absence of the Personnel Officer I. Reviews paperwork to ensure accuracy and compliance with civil service laws, rules and procedures.</p> <p>Writes reports and completes surveys; participates in or independently does special projects; attends work-related seminars and meetings; remains current on human resources management trends.</p> <p>Additional duties as assigned (may be cross trained in health benefits or workers' compensation).</p> <p>Bachelor's degree from an accredited college or university in Business, Human Resources or a related field and a minimum of two (2) years related experience, OR an Associate's degree from an accredited college or university in Human Resource Management or a related field and a minimum of four (4) years related experience, OR a high school diploma or equivalent and a minimum of six (6) years related experience.</p>
