<p>Major Functions</p> <p>The County of Volusia is seeking an EMS Division Commander for theEmergencyMedical Services division. This position is located in Holly Hill, Florida, and will be highly responsible administrative and technical work overseeing the management and daily supervision of Emergency Medical Services ambulance operations.</p> <p>Illustrative Duties</p> <p>(NOTE: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.)</p> <ul> <li>Serves as Command Officer of Special Risk member(s) whose duties include on-the-scene emergency medical care or the direct supervisor of Emergency Medical Technicians (EMTs) or Paramedics. </li><li>Responsible for the development and enforcement of policy and make decisions affecting the positive outcome of ambulance operations. </li><li>Assists in the preparation of annual budget process. </li><li>Assists with administration of budget in accordance with established policies and procedures. </li><li>Assists in the preparation for the conduct of collective bargaining negotiations. </li><li>Evaluates employee performance and completes written employee performance forms using appropriate evaluative methods. </li><li>Counsels employees on a regular basis. </li><li>Makes recommendations on the retention or rejection of probationary personnel under his/her supervision. </li><li>Approves leave for subordinates under his/her supervision. </li><li>Recommends and administers disciplinary action when appropriate and/or when other non-punitive corrective measures are ineffective. </li><li>Oversees the scheduling of assigned personnel to meet the unit hour requirements to satisfy call demands. </li><li>Responsible for unit Time on Task and reducing emergency room drop times. </li><li>Responsible for the efficiency and effectiveness of the day-to-day operations of assigned employees. </li><li>Responsible for accuracy, completeness, and timely submission of all paperwork routinely completed by assigned employees. </li><li>Responsible for assuring all patient care reports are completed by subordinates in accordance with Florida regulation and departmental Prehospital Standing Orders and Treatment Protocols. </li><li>Responsible for assisting in matters or activities surrounding quality assurance, quality improvement, and training programs. </li><li>Coordinates with logistics and fleet maintenance to ensure all in-service vehicles and equipment are functioning properly and in an acceptable state of readiness at all times. </li><li>Provides program management to ongoing projects and as well as the development of new service initiatives. </li><li>Develops, implements, and maintains necessary reports and documentation to ensure compliance with local, state and federal EMS laws, regulation, and guidelines. </li><li>Responsible for properly investigating, and resolving, all incident reports and complaints regarding operations personnel. </li><li>Assists with narcotics accountability, tracking and resupply. </li><li>Responds and assumes leadership roles during a Mass Casualty Incident (MCI) or natural disaster. </li><li>Responsible for coordinating and communicating on calls of consequence. </li><li>Credentialed to cover shifts as an EMS Battalion Chief as needed. </li><li>May serve as administrator on call during off-hours </li><li>Attends work on a continuous and regular basis. </li><li>Responds to emergency situations. </li><li>Must adhere to Federal, State, County and Local ordinances. </li><li>Performs other duties as assigned. </li></ul> <p>Minimum Requirements</p> <p>Nine (9) years of paid experience as a transport paramedic for a 9-1-1 based EMS system and two (2) of those years as an EMS Battalion Chief or comparable experience as an EMS Field Supervisor.</p> <p>OR</p> <p>Bachelor's degree in Emergency Medical Services, Public Administration, Business Administration or related field and three (3) years of paid experience as a transport paramedic for a 9-1-1 based EMS systemand two (2) years as an EMS Battalion Chief or comparable experience as an EMS Field Supervisor.</p> <p>Must possess and maintain a valid driver's license at time of hire.</p> <p>Must possess a valid Florida driver's license within 30 days of hire and maintain thereafter.</p> <p>The preferred candidate, having met the minimum requirements will have at least four (4) years of documented experience as an EMS Field Supervisor for an 9-1-1 based system with at least 100 full-time EMS providers that responds to at least 50,000 calls for service, and be in possession of ICS-300 and ICS-400 prior to hire.</p> <p>REQUIRED CERTIFICATIONS</p> <p>Must possess and maintain:</p> <ul> <li>State of Florida Paramedic Certification. </li><li>Certificate indicating completion of a sixteen (16) hour emergency vehicle operations course, or equivalent, which meets or exceeds the requirements of the State of Florida. </li><li>Valid cardiopulmonary resuscitation credential (must include adult, child, and infant) as permitted by the Florida Department of Health. </li><li>Valid advanced cardiac life support (ACLS) credential as permitted by the Florida Department of Health. </li><li>American Heart Association Basic Life Support (AHA BLS) provider card or American Red Cross Cardiopulmonary Resuscitation Basic Life Support (ARC CPR BLS) card. </li><li>International Trauma Life Support Prehospital Trauma Life Support or Pre-hospital Trauma Life Support (ITLS/PHTLS) card. </li><li>Pediatric Education for Prehospital Providers (PEPP) or Pediatric Advanced Life Support (PALS) certification. </li><li>Approval by the Emergency Medical Services Medical Director to practice as an Emergency Medical Technician-Paramedic (EMT-P). </li><li>ICS - 100 (G100); ICS - 200 (G200). </li><li>ICS - 300 (G300); ICS - 400 (G400) completed within one year of employment. </li></ul> <p>EMPLOYMENT REQUIREMENTS</p> <ul> <li>Employment will be contingent upon the candidate successfully passing a pre-employment background check. </li><li>Must successfully complete the division's physical assessment prior to hire or promotion and if hired, successfully complete the assessment on an annual basis. </li><li>Must have and maintain a satisfactory driving record that does not preclude them from employment. </li><li>Must not be excluded from participating as a health care provider in insurance programs including, but not limited to, Medicare and Medicaid prior to and during employment at the County of Volusia. </li><li>Must not consume nicotine at any time (on or off duty) during employment at the County of Volusia. </li></ul> <p>Note: It is this organization's policy that individuals hired into special risk positions may not use any form of tobacco at any time, whether on or off duty, as a condition of employment. Candidates must be nicotine/cotinine-free by the time of pre-employment physical/drug exam, including nicotine-containing products used in tobacco replacement therapies. Employees assigned to this position are subject to random alcohol, drug and tobacco screening.</p> <p>Knowledge, Skills & Abilities</p> <ul> <li>Knowledge of Florida safety requirements, state laws, and Florida Department of Health rules and regulations. </li><li>Knowledge of emergency medical services, principles and programs. </li><li>Knowledge of policy and procedures as well as Volusia County standing orders and treatment protocols. </li><li>Skilled in expressing ideas clearly and concisely, orally and in writing, to groups and to individuals. </li><li>Skilled in preparing and analyzing budgetary tools and documents. </li><li>Ability to understand Emergency Medical Services fund structures and budget development process. </li><li>Ability to lead personnel effectively and maintain discipline. </li><li>Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures. </li><li>Ability to establish and maintain effective working relationships with associates, subordinates, public officials, other governmental agencies, and the general public. </li><li>Ability to employ critical thinking, problem solving and collaborative approaches to improving program services. </li><li>Ability to supervise the work of and motivate subordinate personnel in a manner conducive to full performance and high morale. </li><li>Ability to maintain accurate records, utilize resources efficiently and prepare clear reports. </li><li>Ability to understand written and verbal orders and implement appropriately. </li><li>Ability to understand contents of Merit Rules and collective bargaining agreements and ensure fair and equitable compliance with the terms of these documents. </li><li>Ability to manage a scene and demonstrate diplomacy and tact when dealing with complaints. </li><li>Ability to work under stressful situations. </li><li>Must be able to relocate to other county locations based upon operational needs. </li></ul> <p>ADA REQUIREMENTS</p> <p>Physical Demands: Heavy to very heavy work. Lifting in excess of 100 pounds, prolonged sitting, standing, balancing, bending, squatting, crawling, climbing, carrying, pushing, puling, grasping, finger dexterity, kneeling, reaching, walking, traversing uneven ground, hearing, talking, smelling, and visual acuity of depth perception, peripheral vision, and clarity in daytime and night time conditions to allow for driving and other activities associated with prehospital medical care.</p> <p>Environmental Demands: Both inside and outside work. Ability to tolerate prolonged periods in indoor and outdoor environments including, but not limited to, excessive cold, excessive heat, inclement weather, humidity, rain, wind, vibration, noise, water exposure, fumes/odors, physical hazards, and potential for exposure to blood/bodily secretions and pathogens.</p> <p>Mental Demands: Ability to read and comprehend technical and professional journals, manuals, abstracts, legal documents and financial reports. Ability to write reports, evaluations, summaries, letters, financial reports, procedures and policies. Ability to perform general mathematical functions. Ability to speak publicly and extemporaneously; conversant in policies, techniques and procedures of discipline. Ability to write legal documents, abstracts, manuals and reports. Ability to analyze data and develop conclusions.
