<p>The City of Wilmington, a leading Delaware employer, Provides the City's sanitation, recycling, street cleaning, water, and transportation services through the Department of Public Works. The Department provides a wide array of services, including once-a-week recycling and once-a-week residential solid waste collection, treatment and distribution of high-quality drinking water, collection and treatment of sewage, stormwater management, sweeping of all City streets, street paving and repairs, maintenance of traffic signs and signals, line striping, rodent control, snow removal, and maintenance of the City fleet and City properties.</p> <p>DUTIES AND RESPONSIBILITIES</p> <p>Oversee all aspects of the City's street cleaning operations, including scheduling cleaning routes, managing a team of street sweepers, maintaining equipment, ensuring compliance with safety regulations, responding to public complaints, and coordinating with other departments to maintain clean public spaces. This position reports to the Director of Operations. Additional responsibilities include:</p> <ul> <li>Organizes, assigns, and supervises the work of Assistant Street Cleaning Supervisors, General Laborers, and Equipment Operators engaged in the hand and mechanical cleaning of various types of streets, gutters, and right-of-way. </li><li>Participates in interviews and the hiring process. Exercises a broad range of discretion and independent judgment in areas including staff hiring, discipline, and recommendation for termination. Participate in discipline hearings. Completes performance evaluations for subordinates. </li><li>Manages and approves scheduling and payroll functions of subordinates. </li><li>Manages yearly Master Leaf, Street Sweeping, and tropical schedules. </li><li>Manges snow plowing, removal, sand and salt operations and coordinates with upper management during emergencies such as flooding, hurricanes, wind, and tornados. Works "on call" on a rotation basis to address after-hours emergencies. </li><li>Manages staff and assets, with the ability to work a flexible schedule to set-up, support, and break down City sponsored events. </li><li>Makes frequent inspections of work areas to ensure that assigned task are being performed efficiently. </li><li>Responds to public or other inquiries relative to street cleaning policies and procedures. Investigates refuse/street cleaning ordinance violations and complaints. </li><li>Develops, oversees, and implements new programs, procedures, and metrics systems. Performs inspections to ensure all policies and procedures are being maintained. </li><li>Studies and standardizes policies and procedures to improve efficiency and effectiveness of operations. </li><li>Coordinates equipment repair and replacement programs. </li><li>Review and maintain budget in assigned area of responsibility. </li><li>Maintains regular contact and attends meetings with vendors, City, County, State and Federal agencies, professional and technical groups and the general public regarding activities and services. </li><li>Data collection which includes maintaining and tracking detailed records for the daily operation including but not limited to tonnage, assignments / service request, hours worked and operating cost. </li><li>Assures that all divisional equipment is maintained in safe condition and is properly serviced and repaired. </li><li>Manages work of various public works projects. Determines applicable codes, regulations, and requirements for assigned projects. </li><li>Performs all related work as assigned. </li></ul> <p>EDUCATION AND EXPERIENCE</p> <ul> <li> <p>Graduation from high school or GED equivalency; Associates degree with coursework in Public or Business Administration, Management, or related field preferred; with considerable experience in public works operations and a minimum of three to five years supervisory experience; or any equivalent combination of experience and training that provides the required knowledge, skills and abilities.</p> </li><li> <p>Knowledge: Thorough knowledge of effective supervisory techniques. Thorough knowledge of modern street cleaning methods and techniques. Knowledge of the proper operation and maintenance of the street cleaning machinery. Thorough knowledge of the geography and layout of the City of Wilmington.</p> </li><li> <p>Skills:proficient with MS Office Suite.Excellent communication skills, both verbal and written.</p> </li><li> <p>Abilities: Ability to plan, assign, and supervise the awork of subordinates. Ability to establish and maintain effective working relationships with other employees and the general public. Ability to deal with general public in a courteous and tactfully manner. Ability to maintain required operating records and to generate reports; ability to produce and maintain complex trend analyses and summaries.</p> </li><li> <p>Licenses: Possess and maintain a valid CDL "B" driver's license with a good driving record.</p> </li></ul> <p>WORKING CONDITIONS AND PHYSICAL REQUIREMENTS</p> <p>All selected applicants must pass a criminal background investigation, drug testing, and have a pre-employment physical.</p> <ul> <li>Physical Requirements:Ability to lift or move up to 50 pounds independently; up to 100 pounds with assistance. </li><li>Vision:Requires the ability to see close vision and adjust focus as necessary. </li><li>Working Conditions: Work is performed near moving mechanical parts and outdoors in all weather conditions, including precarious situations. The noise level is typically loud. </li><li>Location and Schedule: This position may require weekend work, nights, or being on-call as part of the regular job responsibilities. Primary work location is at William G. Turner Jr. Building, 500 Wilmington Ave, Wilmington, DE 19801. Work hours are Monday through Friday, 7:00 a.m. to 3:00 p.m., based on business needs. </li></ul> <p>TOTAL COMPENSATION</p> <p>Compensation encompasses both salary administration and a comprehensive benefit package:</p> <ul> <li>Salary Administration: New employees are hired at the starting salary up to the median salary/ step four based on qualifications and internal equity within the classification.
