<p>Position Summary</p> <p>The Rural Health Transformation Program (RHTP) is a complex, multi-year cooperative agreement funded by the federal government to improve access, outcomes and infrastructure for rural health systems across Wisconsin. The funds awarded to Wisconsin under RHTP included $3 million per grant year for a Public Intervenor Program within OCI to provide enrollment assistance, assist consumers with prior authorization challenges and health claim denials, and otherwise provide support to rural Wisconsinites utilizing health insurance to access care.</p> <p>The Public Intervenor Program will have two dedicated staff positions at OCI; this Program and Policy Analyst, Advanced and a Staff Attorney. OCI will also contract with service providers to assist rural consumers with enrollment, support them in accessing key preventive health care resources, help them navigate prior authorization, advocate for them in claim denial appeals, and provide other critical health insurance support within the purview of RHTP. These enrollment and health care utilization services will be available to rural Wisconsinites with individual, small group, large group, Medicare, or Medicaid coverage.</p> <p>Reporting to the Chief Legal Counsel and in collaboration with the Program and Policy Analyst- Advanced, this position will provide legal guidance and oversight of the services of the Public Intervenor program which will help rural patients and providers maximize health insurance coverage and payments. The Attorney will work with the Program and Policy Analyst- Advanced to develop appropriate parameters and a framework for contracted service providers assisting consumers to secure necessary prior authorization approvals and navigate claim denials. The Attorney will serve as a principal legal resource and collaborate with service providers, cross-functional teams, rural providers, community stakeholders, and state leadership to develop policies and procedures to define appropriate mechanisms for Intervenors to provide services compliant with state and federal laws and regulation.</p> <p>This role also involves collaboration with a variety of external stakeholders and strategic public communications to highlight the work of the program.</p> <p>For more information, please view the Attorney position description.</p> <p>Salary Information</p> <p>Starting salary for the Attorney will be between $52.00 - $58.07 per hour, plus great benefits. This classification is assigned to pay schedule/range 09-75.</p> <p>Job Details</p> <p>Due to the nature of the position, OCI will conduct background checks on applicants prior to selection. OCI does not sponsor visas and is not an eligible OPT employer for those with F1 visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.</p> <p>This position has potential for a combination of remote and in-person work after an initial training period has been completed.</p> <p>Qualifications</p> <p>A minimally qualified candidate will have graduated from an accredited law school. In addition, the individual must also be licensed to practice law in the State of Wisconsin upon hire.</p> <p>Minimally qualified candidates will also have experience with all the following:</p> <ul> <li>Researching, analyzing, and interpreting laws and regulations pertinent to consumer protection, health care, and/or insurance. </li><li>Providing legal advice and recommendations specifically related to consumer protection and health care. </li><li>Preparing legal documents or drafting memoranda related to consumer protection, state regulation, or health insurance </li></ul> <p>In addition, well-qualified applicants will have experience with one or more of the following:</p> <ul> <li>Developing policies and legal frameworks for effective consumer protection programs </li><li>Ensuring compliance with federal grant funding standards and state or federal regulatory structures. </li><li>Working collaboratively with insurance stakeholders, health care institutions and providers, and consumers to find issue resolution. </li></ul> <p>How To Apply</p> <p>Apply online!
