Must be available to work additional hours as needed.</p> <p>Who May Apply?</p> <p>All persons legally authorized to work in the United States</p> <p>Responsibilities</p> <p>The Utilities Systems Manager will manage the resources for several specialized sections within the Departmental Division.</p> <ul> <li>Ensure all work performed is in accordance with EPA, TCEQ, AWWA, and other applicable State and Federal Rules and Regulations. </li><li>Provide operational and technical advice to subordinates. </li><li>Plan and implement process improvement optimizations. </li><li>Review and approve proposed and executed expenditures. </li><li>Develop proposed budget for assigned sections to ensure that enough resources are allocated to meet goals from Annual Work Load Plan for Maintenance of Lines division. </li><li>Assist, implement, and monitor the development of departmental business plans. </li><li>Review and approve Project Execution Plans (PEP) prepared by Project Managers, Work Coordinators, Section Supervisors, and/or Engineers. </li><li>Oversee implementation of safety plans for job sites. </li><li>Responsible for staff conflict resolution. </li><li>Perform final approval on specifications and standards. </li><li>Coordinate Plans and Actions to address emergency situations/repairs. </li><li>Approve and monitor all actions to ensure compliance with all applicable State and Federal Regulations. </li><li>Develop technical and administrative reports for Assistant Director of Maintenance of Lines. </li><li>Monitor and develop an effective and efficient protocols using Enterprise Asset Management Solutions. </li><li>Support advanced metering infrastructure and perform daily monitoring of system processes. </li><li>Develop and implement Maximo work flows, condition monitoring and preventative maintenance plans. </li><li>Oversight and development of work procedures with EPA Wastewater reporting procedures. </li><li>Develop technical and administrative reports to Assistant Director of Maintenance of Lines. </li><li>Develop technical reports to TCEQ and EPA. </li><li>May be asked to perform other duties as assigned. </li></ul> <p>Qualifications</p> <ul> <li>Requires a Bachelor's Degree </li><li>Minimum of five (5) years of related experience </li><li>A combination of education and pertinent experience may be considered </li><li>TCEQ Class C Water Distribution License OR TCEQ Wastewater Collections III License highly preferred </li><li>A valid driver's license is required.
