<p>JOB SUMMARY</p> <p>Under general supervision, performs a variety of technical engineering work in support of the day-to-day operations of the Engineering Department. Work primarily consists of construction inspections of stormwater pipe installation, roadways, sidewalks, and new site development items. Duties also include reviewing and approving encroachment permits and reviewing and approving plot plans for new residential homes. Must have general knowledge of project delivery and construction management practices related to design, construction and close-out of site development projects and roadway and drainage infrastructure. Tact and courtesy are required in frequent contact with contractors, developers, engineers, property owners, the general public and other Town staff. General knowledge of state and federal National Pollutant Discharge Elimination System (NPDES) permitting processes and Municipal Separate Storm Sewer System (MS4) program requirements is preferred.</p> <p>ESSENTIAL JOB FUNCTIONS</p> <ul> <li>Performs interim and final field inspections on site work, roadways and stormwater systems for compliance with regulations, standards and approved plans. </li><li>Performs final grading inspections to ensure proper drainage on new developments and re-development. Survey experience or familiarity with the use of altimeter instruments, such as ZipLevel Pro-2000, to verify site elevations is preferred. </li><li>Reviews and approves encroachment permits and new residential home plot plans. </li><li>Assists in the preparation of roadway resurfacing packages. Performs inspections for subgrade repair and paving operations. </li><li>Supports the planning, design, construction and maintenance of Town public works projects. </li><li>Assists in coordinating department activities and functions with those of other Town departments, developers, contractors, property owners, and outside agencies as appropriate. </li><li>Utilizes specialized computer applications (Microsoft Office, CitizenServe, SeeClickFix) and other standard office equipment to perform records management data entry and archival processes to maintain accurate electronic and manual records, logs, spreadsheets and databases. </li><li>Familiarity with industry policy and procedure manuals, publications and reference texts, codes/laws/regulations related to construction and land disturbance activities, etc. </li><li>Provides technical assistance and information to contractors, engineers, developers, property owners, local/state/federal agencies and others in the permitting and construction and close-out of land disturbance projects. </li><li>Prepares and maintains accurate and complete work records and reports as required. </li><li>Notifies responsible parties of violations and of necessary corrective measures; recommends solutions to problems and provides necessary follow-up to verify compliance. </li><li>Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility. </li><li>Operates a vehicle and a variety of equipment and machinery (such as survey equipment, plotting machine, copy machine, printer, computer, etc.). </li><li>Performs related duties as required. </li></ul> <p>To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the primary job functions herein described.</p> <p>MINIMUM EDUCATION AND EXPERIENCE</p> <p>Requires an Associate's degree in civil engineering, or similar field supplemented by 3 years' experience in the engineering field or in a related area; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities of the position. Familiarity and experience with storm pipe installation and roadway construction materials and processes is required. An Erosion Prevention and Sediment Control Inspector (CEPSCI) certification is preferred.
