Typical work assignments include:</p> <ul> <li>Providing advisory services in recruitment and placement strategic planning with responsibility for ensuring the optimum use of manpower resources in accordance with regulations, standards, directives, policies, and precedents. </li><li>Researching and interpreting Federal laws and regulations, policies, and procedures to advise on intent and application of concepts and principles relevant to the appropriate situations. Drawing conclusions and providing recommendations and implementing guidance on a range of alternatives to resolve issues. Identifying ways to improve or enhance current HR best practices to ensure that management operational processes are effective in meeting the agency's goals and missions. </li><li>Utilizing various automated HR systems to implement effective operational functions, including conducting research; generating analytics and reports; developing job analyses and questionnaires; posting Job Opportunity Announcements; reviewing eligibility/ qualifications of applicants against OPM Qualification Standards; and issuing certificates of eligible candidates. </li><li>Developing decision documents, memorandums, executive summaries, and other products that inform managers, supervisors and employees of policies, procedures, or determinations.
