<p>General Job Information</p> <p>Job Summary</p> <p>This position is in the Department of Employment Services (DOES), Office of Talent and Client Services. The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities.</p> <p>The primary responsibility of this position is to provide substantive administration and management support work, which contributes to the effective and efficient operation of the office and/or its program(s). The incumbent uses consideration, discretion, and independent judgement in the performance of duties. The incumbent will serve as the coordinator of the Work Opportunity Tax Credit Program (WOTC).</p> <p>Duties and Responsibilities</p> <p>Gathers and organizes information from a variety of sources such as records, computer files, previous studies, and interviews, analyses information to identify issues and isolate problems, develops solutions and measurements of productivity and effectiveness for use by others, develops detailed briefings and reports of findings and recommendations, and convinces others to implement recommendations. Interviews, registers, and occupationally codes applicants of the Work Opportunity Tax Credit program, or any other workforce related programs. Organizes and delivers briefings to present findings, solutions, and recommendations to managers and prepares option papers and similar staff reports.</p> <p>Determine the proper organization and structure of the activities of an agency, department, or large office; the conduct of studies to measure and track the progress and accomplishments of a District of Columbia organizational component dedicated to a major assigned organizational function; the planning of a single program to be carried out by various field organizations by identifying, collecting, and analyzing appropriate information, and presenting findings; devising new internal structures for an organizational component within a major office of a agency, department or large office.</p> <p>Qualifications and Education</p> <p>Specialized Experience: Applicants must possess one (1) year of specialized experience equivalent to the CS-9 grade level, or its non-District equivalent obtained in either the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position.</p> <p>Licensure and Certifications</p> <p>None</p> <p>Work Conditions/Environment</p> <p>The work is typically performed in a normal office setting.</p> <p>Other Significant Facts</p> <p>Tour of Duty: Monday - Friday, 8:30 am - 5:00 pm</p> <p>Pay Plan, Series, and Grade: CS-0343-11</p> <p>Duration of Appointment: Career Service -13 Month Term</p> <p>Collective Bargaining Unit: This position is covered under a collective bargaining agreement (AFGE Local 1000) and is subject to union dues through payroll deduction.</p> <p>Promotion Potential: No known promotion potential</p> <p>Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.</p> <p>EEO Statement: The District of Columbia Government is an Equal Opportunity Employer.
