<p>Incumbent serves as Foreman of Maintenance and Operations in Engineering Service at the Troy Bowling and/or Franklin R. Sousley campuses, and also responsible for Engineering related maintenance in 4 CBOC's that include Morehead, Hazard, Somerset and Barea. This position involves the direct supervision of the Electronics Mechanic Foreman, the Maintenance Foreman, Utility Systems Operator Foreman, Fleet Management Foreman and Plumbing Foreman.</p> <p>Incumbent serves as Foremen of Maintenance and Operations in Engineering Service. This position involves the direct supervision of the Electronics Mechanic Foreman, the Maintenance Foreman, Utility Systems Operator Foreman, Fleet Management Foreman and Plumbing Foreman.</p> <p>The Maintenance and Operations Program duties include:</p> <ol> <li> <p>Nature of Supervisory Responsibility(a) All electronic equipment and apparatus (exclusive of patient care medical equipment(b) Electrical system, including primary and secondary distribution and equipment(c) Plumbing and heating systems, including distribution and equipment(d) Building Maintenance and repair, including painting, ceiling and floor tile installation, roofing, keying systems, drywall maintenance and installation.(e) Air conditioning and refrigeration systems, including distribution and equipment(f) Delegated and preventive maintenance(g) Steam generating plant consisting of three low pressure 17,500 pounds per hour , gas and oil fired steam generators with auxiliary equipment(h) Chiller plant consists of three 1,000 ton chillers(i) Graphic control center which regulates and monitors all functional components of heating and ventilating, air conditioning units, mechanical exhaust system, and heated and chilled water distribution.</p> </li><li> <p>Planning</p> </li></ol> <p>Responsible for planning, coordinating and directing a variety of related work operations involving serval shops and operations. Plans and schedules work assignments on a long-range basis for accomplishment by the shop supervisors within schedules and priorities established by higher-level supervision. Analyzes work schedules; determines manpower, tooling, material requirements and methods to be used, and plans work assignments in accordance with availability of manpower and equipment and other work projects.</p> <p>Responsible for technical management of service contracts, contractual maintenance/repair/operations/inspection work. Works closely with and advises the Contract Officer in the administration of contracted services for which COTR duties are delegated.</p> <ol start="3"> <li>Work Directions </li></ol> <p>Assigns work to subordinates through oral and written instructions, current job analysis and standard operating procedures. Understands and applies work requirements, methods, and procedures. Provides on-the-job training and participates in the formal training programs for employees. Coordinates work between the Maintenance and Operations Section, the Biomedical Section and Projects Section. Routinely reviews production, cost, and personnel utilization records to evaluate progress of work, and to control or reduce costs; studies continuing problems and takes or recommends corrective actions. Develops quality and quantity standards and spot checks work operations. Assures that employees are adhering to proper safety standards and standard operating procedures. Understanding and considerate of employees, co-workers, and follow all VA and departmental policies and procedures. Must be able to communicate effectively, both orally and in writing.</p> <ol start="4"> <li>Administration </li></ol> <p>Evaluates employee performance as a rater, counsel's employees regarding performance, administers disciplinary action when indicated and provides recommendations to a higher-level supervision when needed. Provides recommendations for performance awards, assists, employees with personal problems and/or employee promotion, reassignments, etc. Assists with the orientation of new employees. Evaluates operation and recommends means of improving the efficiency of service in manpower utilization and work procedures. Chairs departmental committees as delegated. Approves and schedules annual leave using sound judgment and good management and good management practices to meet the needs of the service.
