<p>As a division of the Iowa Department of Health and Human Services (HHS), Iowa Medicaid insures more than 700,000 Iowans, operating with a budget of nearly $7 billion. Reporting directly to the Iowa Medicaid Director the Medicaid Research Data and Analytics Manager is a key member of the Iowa Medicaid Leadership Team.</p> <p>In year two of a significant agency consolidation, Iowa HHS is a lifespan services agency and the State's largest in both budget and number of employees. This new system design positions Medicaid in a cornerstone role beyond its foundational capacity as a major insurer in the state, to drive key population health outcomes and significant impacts to rural healthcare access, maternal health, and behavioral health system design. Iowa Medicaid is leading significant transformational efforts, including the launch of a redesigned home and community-based services waiver structure, a new service array for children and a co-designed model to launch Certified Community Behavioral Health Clinics (CCBHC).</p> <p>We are seeking an experienced and data-driven Medicaid Research Data and Analytics Manager to lead the design, execution, and oversight of complex data analyses that inform Medicaid policy and program decisions. The Medicaid Research Data and Analytics Manager will develop, implement and oversee the strategic technical solutions to support the overall Medicaid program goals and optimize operational efficiency. Key responsibilities include:</p> <ul> <li>Providing strategic direction in line with technical systems goals </li><li>Analyzing and communicating the impacts and focuses of regulations at state and federal level </li><li> Evaluating and understanding budget, priorities of program, legislative asks, timelines, and vendor and contract relations to guide directors </li></ul> <p>Successful candidates will demonstrate their ability to lead data focused research initiatives and projects that support strategic decision-making and innovation. </p> <p>The Medicaid Division is working to align with broader HHS agency goals and objectives, support shared services in broader HHS agency and define repeatable processes with shared service functions and sister program areas.</p> <p> </p> <p> Iowa HHS main office is in the heart of downtown Des Moines, a mid-size city, with low cost of living, wonderful access to entertainment, and nestled within range of larger metro areas. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and</p> <p>b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.</p> <p>4) All of the following (a, b, and c):</p> <p>a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and</p> <p>b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and</p> <p>c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.</p> <p>5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.</p> <p>For additional information, please click on this link to view the job description.</p>
