The Engineering Division manages the Capital Improvement Program for water, wastewater, reclaimed water, and solid waste projects. The division also reviews the plans and agreements of proposed infrastructure by the development community to conform to the Orange County Utilities Standards and Construction Specifications Manual.</p> <p>The Capital Improvements Section of the Utilities Engineering Division is seeking a highly motivated individual to fill the position of "Senior Engineer" in the Infrastructure Renewal Section. This position will perform advanced professional engineering work and provide supervision for one or more engineering functions of a specialized nature. Work is performed with considerable independence under the general supervision of the Chief Engineer.</p> <p>Job Description</p> <p>General Functions</p> <p>Performs advanced professional engineering work and provides supervision for one or more engineering functions of a specialized nature. This is advanced professional engineering work of a complex nature with extensive supervisory duties. Work is performed with considerable independence under the general supervision of the designated supervisor.</p> <p>Representative Duties/Assignments</p> <ul> <li>Manage multiple concurrent Utilities CIP projects from planning and land acquisition through design, permitting, bidding, and construction including coordination with consultants, regulatory agencies, and other County Divisions. The focus will be on projects that connect residential parcels to central sewer systems and eliminate existing septic systems. </li><li>Manage multiple cost share and grant agreements from federal, state, or local agencies that provide funding assistance for CIP projects, especially ones that qualify for septic-to-sewer and/or resilience/hardening programs. Management of such agreements includes cost share/grant applications, monthly and/or quarterly compliance documentation, and payment reimbursement requests. Establishing and maintaining strong relationships with cost share/grant managers is a critical part of this duty. </li><li>Review project reports, engineering plans and construction specifications, and contract documents for conformance to Orange County Utilities Standards. </li><li>Manage CIP program budgets, project expenses and project schedules to meet program milestones. </li><li>Conduct public meetings, make project presentations and respond to questions and requests from Orange County residents, Utilities Operating Divisions, and other Orange County Departments and the Board of County Commissioners. </li><li>Assist in the coordination, creation, and negotiation of contracts and agreements with Engineering Consultants, vendors, and developers. </li><li>Respond to requests from and perform coordination with Field Services, Procurement, Real Estate Management, and other County Departments. </li><li>Supervise staff to include providing leadership, guidance, training, and delegation of work. </li></ul> <p>Minimum Qualifications</p> <p>Graduation from a accredited college or university with a Bachelor's degree in Civil or Environmental Engineering and six years of utilities engineering related experience.</p> <p>Licensed in a state of the United States as a professional engineer. Must be licensed in Florida as a professional engineer within one (1) year of hire.</p> <p>Preferences</p> <ul> <li>County government capital improvements project experience with a background in diverse utilities work </li><li>Experience as a Project Engineer and/or Project Manager in the design of water and wastewater conveyance infrastructure rehabilitation. </li><li>Excellent written and verbal communication skills and excellent organizational skills. </li><li>Time and people management, decision-making, and problem-solving skills. </li><li>Working knowledge of Microsoft Office Suite, PowerPoint, Microsoft Project, AutoCAD, ArcGIS, ESRI and other database systems. </li><li>Excellent self-management skills to efficiently handle multiple tasks and deadlines. </li><li>Familiarity with the Orange County Standards and Construction Specifications Manual. </li></ul> <p>Application Deadline</p> <p>Open Date: 05/09/2025</p> <p>Close Date: 06/08/2025</p> <p>This posting is subject to close without prior notice.</p> <p>Salary Information</p> <p>Pay Grade: 023 - From $44.24 to $57.51</p> <p>FLSA Status: Exempt</p> <p>Placement based on Education and Experience</p> <p>Sign-on Incentive</p> <p>This position may be eligible for a Sign-on Incentive.
