Please see the Supplemental Information section below for details!</p> <p>AUDIT DIVISION</p> <p>The purpose of the Audit Division is to provide independent, objective assurance designed to add value and improve the Department's operations. The Audit Division aims to accomplish this by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, internal controls, and the governance process. This purpose is accomplished through the examination and analysis of internal controls and policies and procedures of the Colorado Department of Human Services (CDHS) and its subrecipients and contractors. </p> <p>HYBRID SCHEDULE - 2 days in the office, 3 days working from home</p> <p>Please note: These working arrangements are subject to change.</p> <p>Purpose of this Position</p> <p>To enhance and protect the Department's vision, mission, and values by providing risk-based and objective assurance, advice, and insight to individual Offices within the Department. </p> <p>Primary Job Duties:</p> <p>1) Auditing the expenditures and performance of programs;</p> <p>2) Assessing the sufficiency of internal controls;</p> <p>3) Conducting both internal and external reviews (meaning that sometimes an audit or review will focus on how well the State is managing or supervising a program, while other times an audit or review will focus the county department or entity responsible for service delivery);</p> <p>4) Working with program staff to successfully resolve audit findings and recommendations;</p> <p>5) Working closely with other CDHS staff, including performance management, budget and policy, and quality assurance to identify areas needing an audit, technical assistance, or data validation;</p> <p>6) Using information obtained in the audit process to provide training and technical assistance, and updating the internal audit plan, as necessary.</p> <p>7) Other duties as assigned</p> <p> </p> <p>Minimum Qualifications:</p> <p>Six (6) years of relevant experience in an occupation related to the work assigned to this position </p> <p>Please note: This experience must be clearly documented on your application and the supplemental questions must be answered. </p> <p>OR </p> <p>Education and Experience:</p> <p>A combination of related education (for example, Business Administration, Finance, Accounting) and/or relevant experience in an occupation related to the work assigned equal to six (6) years.</p> <p>Current, valid licensure as a CPA from the Colorado Board of Accountancy or current, valid CIA certificate will substitute for five (5) years of the requirement</p> <p>Preferred Qualifications/Skills:</p> <ul> <li>Understanding of Auditing Standards and Procedures: A strong grasp of internal and external auditing standards (e.g., IIA's IPPF, GAGAS), risk-based auditing, and audit methodologies. </li><li>Knowledge of Accounting Principles: Familiarity with relevant accounting standards and financial reporting. </li><li>Internal Controls: Thorough understanding of internal control frameworks (e.g., COSO, COBIT) and the ability to evaluate their design and effectiveness. </li><li>Risk Management: Ability to identify, assess, and evaluate risks across various organizational functions. </li><li>Data Analysis: Proficiency in analyzing financial and operational data to identify trends, anomalies, and potential issues. Experience with data analytics tools (e.g., Excel, ACL, Tableau, SQL). </li><li>Compliance: Knowledge of relevant laws, regulations, and industry-specific requirements. </li><li>Project Management: Skills in planning, organizing, and executing audit engagements within defined timelines and budgets. </li><li>IT Controls: Understanding of information technology risks and controls. </li></ul> <p>Critical Thinking and Business Understanding:</p> <ul> <li>Analytical Skills: Ability to interpret complex information, identify root causes, and draw logical conclusions. </li><li>Problem-Solving: Capacity to identify issues, develop recommendations, and propose practical solutions. </li><li>Business Acumen: Understanding of CDHS's operations, strategic objectives, and mission and purpose. </li><li>Professional Skepticism: An attitude that includes a questioning mind and a critical assessment of audit evidence. </li></ul> <p>Interpersonal and Communication Skills:</p> <ul> <li>Communication (Written and Verbal): Ability to articulate audit findings, recommendations, and complex information clearly and concisely to various audiences, including management and stakeholders. </li><li>Interpersonal Skills: Ability to build rapport, establish trust, and work effectively with auditees and team members. </li><li>Active Listening: Skill in fully concentrating on what others are saying, understanding their points, and asking appropriate questions. </li><li>Collaboration and Teamwork: Ability to work effectively within a team and collaborate with other departments. </li><li>Persuasion and Negotiation: Ability to influence others and gain agreement on audit recommendations. </li></ul> <p>Professionalism and Personal Attributes:</p> <ul> <li>Integrity and Ethics: Adherence to high ethical standards, objectivity, and independence. </li><li>Attention to Detail: Accuracy and thoroughness in reviewing and analyzing information. </li><li>Organizational Skills: Ability to manage multiple tasks, prioritize work, and maintain organized documentation. </li><li>Adaptability and Flexibility: Willingness to adjust to changing environments and evolving risks. </li><li>Continuous Learning: Commitment to ongoing professional development and staying updated on relevant trends and regulations. </li></ul> <p>Conditions of Employment</p> <ul> <li> <p>Must pass a background check.</p> </li><li> <p>Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant's prior State employment.
