<p>Maintenance Support Administrative Manager</p> <p>Location: GMD South</p> <p>Schedule: Monday-Friday, 7 am - 3:30 pm</p> <ul> <li>ONLY PINELLAS COUNTY GOVERNMENT EMPLOYEES MAY APPLY* </li></ul> <p>The Maintenance Support Administrative Manager provides administrative and operational leadership to the Maintenance Division's support functions, including Utilities Dispatch, Work Planning Coordination, Divisional Training Coordination, Reporting, CityWorks Domain Administration, and Utilities Line Locating. This position ensures efficient coordination of maintenance operations, timely work order processing, regulatory compliance for line locating, and superior customer service in support of repair and maintenance crews.</p> <p>The incumbent exercises a high degree of independent judgment and discretion in overseeing personnel, managing operational workflows, refining procedures, supporting budget development, and leading emergency response coordination. This position plays a critical role in aligning administrative support services with field maintenance priorities to optimize response time, safety, and service delivery.</p> <p>This is an exempt, management-level classification.</p> <p>What Would You Do?</p> <ul> <li> <p>Directs and manages daily operations of Utilities Dispatchers, Work Planning Coordinators, Divisional Training Coordination, Reporting, CityWorks Domain Administration, and Utilities Line Locators.</p> </li><li> <p>Ensures timely dispatch of repair and maintenance crews and accurate tracking of work orders through completion.</p> </li><li> <p>Oversees work planning functions to ensure proper job scoping, prioritization, scheduling, and resource coordination.</p> </li><li> <p>Oversees the development and management of a divisional training program, facilitation of in-person and virtual training sessions, and tracking of training records.</p> </li><li> <p>Manages the collection of data from various sources, transforms raw data into meaningful insights, and creates, maintains, and distributes weekly/monthly, quarterly reports and metrics</p> </li><li> <p>Oversees first-line technical support of the work management system</p> </li><li> <p>Assists in preparing clear, accurate, and timely responses to customers, contractors, and residents regarding work status, schedules, and related inquiries.</p> </li><li> <p>Ensures compliance with state and local line locating regulations and safe excavation practices.</p> </li><li> <p>Provides direct supervision to four (4) supervisory or lead-level staff and indirect oversight of approximately fifteen (15) additional employees.</p> </li><li> <p>Establishes performance expectations and monitors productivity and service metrics.</p> </li><li> <p>Conducts performance evaluations, coaching, and corrective actions as necessary.</p> </li><li> <p>Assists in developing, monitoring, and administering section budgets and provides guidance on resource allocation and staffing needs.</p> </li><li> <p>Develops, refines, and revises standard operating procedures (SOPs) to improve workflow efficiency and regulatory compliance.</p> </li><li> <p>Oversees utilization of work order management, asset management data, and GIS systems (e.g., Cityworks or similar platforms) and ensures data integrity.</p> </li><li> <p>Participates in Utilities emergency response operations, including severe weather events and service interruptions, which may require extended or irregular hours.</p> </li><li> <p>Serves as liaison between Maintenance operations, Customer Service, Engineering, and other County departments.</p> </li><li> <p>Prepares operational reports, summaries, and performance analyses for division leadership.</p> </li></ul> <p>What Do You Need To Have?</p> <p>Bachelor's degree in Business Administration, Public Administration, Engineering Technology, Construction Management, or a related field and four (4) years of progressively responsible experience in utilities operations, maintenance coordination, dispatch operations, or related administrative management, including supervisory experience; or an equivalent combination of education, training, and experience.</p> <p>Preferred</p> <ul> <li> <p>Experience in water, wastewater, or public utility operations.</p> </li><li> <p>Supervisory experience in dispatch, work planning, or field support coordination.</p> </li><li> <p>Experience with CityWorks or similar work order management systems.</p> </li><li> <p>Knowledge of GIS applications and asset management systems.</p> </li><li> <p>Experience managing operational performance metrics and reporting.</p> </li></ul> <p>Knowledge, Skills, and Abilities</p> <ul> <li> <p>Knowledge of utility maintenance operations and support functions.</p> </li><li> <p>Knowledge of safe excavation practices and line locating regulations.</p> </li><li> <p>Knowledge of budget development and resource planning principles.</p> </li><li> <p>Ability to exercise independent judgment and discretion in operational decision-making.</p> </li><li> <p>Ability to analyze data and implement process improvements.</p> </li><li> <p>Strong leadership and team development skills.</p> </li><li> <p>Ability to manage multiple priorities in a fast-paced operational environment.</p> </li><li> <p>Strong written and verbal communication skills.</p> </li></ul> <p>Want To Learn More?</p> <p>Please review the full classification description with the Physical/Mental Demands and Working Conditions at the below link.</p> <p>Department Administrative Manager, Senior, E25</p>
