<p>Title: Senior Procurement Officer</p> <p>Agency: Finance & Administration-20</p> <p>Location: Radford</p> <p>FLSA: Exempt/ Not eligible for overtime</p> <p>Hiring Range: Commensurate with experience. (Pay Band 5a)</p> <p>Full Time or Part Time: Full Time</p> <p>Additional Detail</p> <p>Job Description:</p> <p>Responsible for the procurement of a variety of highly complex goods and services. Executes competitive procurement processes, including independently writing and issuing IFBs and RFPs. Responsible for coordinating and leading committee meetings, pre-bid, pre-proposal, and post-award conferences. Prepares formal negotiation strategies, leads negotiations, and executes final contracts. Manages, maintains, and administers various types of contracts. Responsible for coordinating procurement activities, providing reports, attending meetings, maintaining contract database records, leading training sessions, and providing briefings to management as requested.</p> <p>Minimum Qualifications:</p> <ul> <li>Strong ability to interpret contractual terms and conditions and ensure compliance with procurement laws and policies. </li><li>Demonstrated experience conducting effective negotiations with vendors and stakeholders. </li><li>Ability to prepare and deliver oral presentations effectively to internal and external audiences. </li><li>Exceptional customer service skills with the ability to identify and resolve procurement-related issues in a timely manner. </li><li>Detail-oriented with experience managing multiple priorities in a fast-paced, high-volume environment. </li><li>Strong technological proficiency to include advanced skills in Microsoft including Excel, Word, PowerPoint, Outlook, Teams, and databases. </li><li>Excellent verbal, written, and interpersonal communication skills with the ability to interact effectively with diverse stakeholders. </li><li>Ability to work independently and collaboratively in a team environment. </li></ul> <p>Additional Considerations:</p> <ul> <li>Demonstrated knowledge of strategic sourcing processes in a public procurement environment. </li><li>Working knowledge of the Commonwealth of Virginia Procurement Manual for Institutions of Higher Education and Their Vendors. </li><li>Three (3) years of experience in public procurement, preferably in higher education. </li><li>Professional Purchasing Certification (CUPO, CPSM, CPPB, CPPO, VCA, VCO or similar). </li><li>Working experience with the Commonwealth of Virginia's e-Procurement System (eVA). </li><li>Working experience with Adobe, Zoom, and Cobblestone contract management software. </li></ul>
