<p>Company: The United Illuminating Company</p> <p>Department: Projects</p> <p>Job Title: Lead Analyst - Interconnection Billing</p> <p>Location: Orange, CT</p> <p>Work Model: Office</p> <p>The salary range for this position is dependent upon experience, ranging from $85,900 to $107,375.</p> <p>Job Summary</p> <p>The Lead Analyst - Billing and Invoicing is responsible for overseeing the financial aspects of DG interconnections, including invoicing, payments, and billing. Utilizing the web-based interconnection application processing tool, Power Clerk, the Lead Analyst ensures efficient payment processing, maintains interconnection controls, and manages billing and invoicing. This role ensures compliance with PURA regulations and ISO-NE's Open Access Transmission Tariff. This role supports Program Managers with financial, cost-controls, funding controls and reconciliation, and is responsible for analyzing and improving the interconnection billing and invoicing process using systems like Power Clerk. Coordination with customers is essential when applicable and necessary to enhance support and deliver solutions commensurate with corporate and company policies, as well as state, local, and federal laws and regulations. This ensures that all financial activities related to DG interconnections are managed efficiently and in compliance with relevant standards and guidelines. Additionally, the Lead Analyst may assist, when necessary, junior analyst to coordinate and manage the interconnection of generators and applicable modification or upgrades to infrastructure and assets of the to the United Illuminating Company's (UI) Electrical system. The Lead Analyst also serves as a point of contact for billing, invoicing, and accounting for interconnection-related inquiries and issues, ensuring smooth and efficient operations.</p> <p>Key Responsibilities</p> <ul> <li>Administer Interconnection Invoicing (20%): Oversee all aspects of United Illuminating's Distribution level and when applicable, Transmission level Interconnection invoicing, ensuring compliance with PURA regulations and ISO/FERC schedules under the ISO-NE and the company's Open Access Transmission Tariffs. </li><li>Manage End-to-End Invoicing and Payment Process (15%): Coordinate and track the end-to-end interconnection invoicing and payment process, including the execution and monitoring of billing and payment status for Distribution level and when applicable, Transmission level Interconnection-related applications, study-related invoices, and related contracts. </li><li>Develop Program Budget and Accounting (15%): Develop and manage program budgets, including reconciliation, journal entries, and accruals. Work with USS Accounting to resolve accounting questions, communicate accounting rules and guidelines, and ensure the budget is properly reflected in the overall corporate budget. Monitor actual costs, conduct variance analysis, generate Contract Release Orders (CROs) sed to authorize and track the release of funds or payments for specific contracts or projects, and verify invoices. </li><li>Analyze Functional Specifications (10%): Assist in analyzing functional specifications to ensure proposed technological solutions meet program requirements. Design and test new and modified operating methods and systems, when assigned. </li><li>Generate Reports and Validate Results (10%): Create reports, extract requirements, and validate results using SAP Business Warehouse for all data and project level details for those data not available using Power Clerk. </li><li>Coordinate Efforts of Analysts and Contractors (10%): As assigned by Interconnections Services Manager, coordinate the efforts of UI analysts and external contractors in data management, compilation, verification, and issuance of distribution interconnection invoicing for interconnection-related efforts under PURA regulations. </li><li>Ensure Adherence to Payment Requirements (10%): Ensure the company and customers adhere to all payment-related contract requirements under relevant customer service requirements and interconnection agreements. </li><li>Support Distributed Generation Manager (10%): Work closely with the Interconnections Services Manager/facilitator to support various initiatives related to Distributed Generation. Facilitate meetings with engineers and DG customers, analyze the DG process, make recommendations for change, document changes, and communicate them to stakeholders. </li><li>Carry Out Standard Functions of an Interconnection Analyst POC (5%): Perform the standard functions of an Interconnection Analyst Point of Contact (POC) as necessary and as assigned by the manager. </li><li>Develop Program/Project Documents (5%): Create and manage various program/project documents, including meeting agendas and minutes, management status reports, memos, charts, and presentations. Maintain master documents with contributions from multiple authors. </li><li>Organize and Maintain Records (5%): Establish and maintain program/project records, including file creation and security access. Consolidate records at program/project closure. </li><li>Coordinate Procurement Technical Processes (5%): Manage procurement processes as applicable to interconnections, including contract development, bidder Q&A, and bid evaluation. Develop and implement change management processes and maintain change control databases. Ensure all external work is authorized and funded by contractual documentation. </li><li>Conduct Spreadsheet and Database Analyses (5%): Perform analyses using spreadsheets and databases to support program/project needs. </li><li>Coordinate Data Requests and Support Documentation (5%): Manage data requests and support the development of testimony and other documentation for regulatory proceedings, litigation, and audits. </li></ul> <p>Required Qualifications</p> <ul> <li>Education: Bachelor's degree in Business, Finance, Accounting, Economics, or a related field. An engineering/technical degree or equivalent work experience is preferred. </li><li>Experience: Minimum of 8 or more years of relevant experience, preferably with regulatory processes related to transmission and distribution tariffs, compliance, development, and interconnections. Utility business-related work experience or knowledge concerning the Company's Open Access Transmission </li><li>Tariff, the Regional OATT, FERC/ISO Rules, and Regulations regarding the interconnection of new generators.
