<p>Minimum Qualifications</p> <p>Bachelor's degree in accounting or related field; four years of responsible accounting and budgeting experience, preferably in a utility rate environment, including experience working with revenue requirements and cost recovery programs; or equivalent combination of training and experience. Considerable knowledge of accounting principles, practices and methods; ability to assemble and analyze data recognizing change and, if there are any deficiencies, recommend remedies; ability to interpret, apply and explain federal, state and local laws, codes and regulations and determine their impact on accounting functions; considerable skill in the use of Excel, Word, PowerPoint in-house project tracking systems, and the County's financial system; considerable knowledge of budgetary and business management practices; good knowledge of office practices and procedures; considerable skill in preparing accurate and complete financial and customized reports, considerable skill in time management, attention to detail and follow through; ability to understand complex instructions, policies and data; ability to devise and apply effective accounting procedures; ability to present ideas and recommendations clearly and concisely, both orally and in writing; ability to establish and maintain effective and harmonious team relationships with co-workers; and good professional judgement.Pre-employment drug testing, FBI criminal background check and education/degree verification required.</p> <p>Duties</p> <p>Under general supervision, performs work of considerable difficulty maintaining a complex system of accounts;provides supporting responsibilities for the County's Annual Comprehensive Financial Report, Securities and Exchange Commission (SEC) continuingdisclosure, revenue bond covenants, revenue bond rating agency surveillances, revenue bond proceeds, andgrant awards.</p> <ul> <li>Coordinates and compiles Utilities budget, revenue projections and capital improvement plan; </li><li>Compiles yearly financial schedules and reports to support the County's Annual Comprehensive Financial Report; </li><li>Reviews financial data of internal and external systems and software applications to record fixed assets; </li><li>Reviews financial data of internal and external systems to ensure accuracy; </li><li>Monitors and reconciles the financial data of internal and external systems and software applications; </li><li>Analyzes, and interprets GASB pronouncements regarding enterprise fund reporting, plus federal, state, and local laws, codes and regulations; </li><li>Compiles yearly financial schedules and reports to support the County's Annual Comprehensive Financial Report; </li><li>Tracks and monitors purchase orders and invoices and submits invoices to Accounts Payable for payment. </li><li>Perform other work as required. </li></ul> <p>This position is part of an approved Career Development Plan (CDP) and offers career progression opportunities and salary incentives, as funding permits, based on performance, qualifications, and experience.</p> <p>Shift</p> <p>Monday - Friday; 8:30 a.m. - 5:00 p.m.</p> <p>Work Location</p> <p>Utilities</p>
