This position is responsible for assisting in acquiring and managing contracts, conducting research, providing data, making recommendations, and implementing solutions to achieve department goals and objectives; additionally, the position oversees, administers, and manages operations, personnel activities, and budget.</p> <p>Essential Functions</p> <p>1 Directs and supports activities of staff and managers performing daily operations of the Streetlighting and Tunnel Management division and any related activities.</p> <p>2 Oversees coordination between intra-department sections, with other departments, and contracted agencies for streetlighting and tunnel projects and maintenance including fire, life and safety components.</p> <p>3 Attends meetings with individual stakeholders, organizations, and associations as they relate to Streetlighting and Tunnel management.</p> <p>4 Prepares responses for City Council, staff, and residents regarding Streetlighting and Tunnel management inquiries.</p> <p>5 Develops and implements streetlighting and tunnel management standards and procedures in full compliance with applicable City, State, Federal, and industry guidelines.</p> <p>6 Oversees components of project development and construction/installation.</p> <p>7 Responds to emergency situations as required and demonstrates safety at all times.</p> <p>8 Oversees the process of making repairs to streetlights and related tunnel work, including developing estimates and scopes of work.</p> <p>9 Participates on selection committees of professional services related to streetlight and tunnel management; oversees vendor work and manages relevant contracts accordingly.</p> <p>10 Performs other work as required or assigned.</p> <p>Knowledge and Skills</p> <p>1 Knowledge of equipment, tools, and methods used in streetlighting and tunnel maintenance and repairs.</p> <p>2 Knowledge of electrical codes and regulations.</p> <p>3 Knowledge of local, state, federal laws, and regulations relevant to the operational unit or functional program, and the principles and practices of public administration and management.</p> <p>4 Ability to manage unit/program activities including personnel management.</p> <p>5 Ability to understand, review, and contribute to the development of contractual specifications and to manage contracts.</p> <p>6 Ability to prioritize work, estimate projects, and perform project management.</p> <p>7 Ability to use and instruct in various types of hand tools, power tools, precision testing, and/or troubleshooting equipment.</p> <p>8 Ability to understand technical terminology of the specialization assigned.</p> <p>9 Knowledge of customer service and conflict resolution principles.</p> <p>10 Ability to communicate effectively both orally and in writing.</p> <p>11 Ability to establish and maintain strong and effective relationships.</p> <p>MINIMUM QUALIFICATIONS :</p> <p>EDUCATION:</p> <ul> <li>Bachelor's degree Engineering. </li></ul> <p>EEPERIENCE:</p> <ul> <li>Seven (7) years' experience in a large multi-faceted 365/24-hour operations including a minimum of two (2) years in Tunnel Operations and Management and five (5) years in streetlighting. </li></ul> <p>AND</p> <ul> <li>Three (3) years of Supervisory responsibilities. </li></ul> <p>Equivalencies</p> <ul> <li> <p>High School Diploma, G.E.D. and Certificate from an accredited Apprenticeship program. Eleven (11) years' experience in Transportation Operations, in a large multi-faceted 365/24-hour setting, with a minimum of two (2) years in Tunnel Operations/Management and five (5) years in Streetlighting, three (3) years of supervisory experience, and a State of Texas Master's Electrician license will meet the experience and license requirement.</p> </li><li> <p>Associate degree or higher in a non-specified area with nine (9) years' experience in a large multi-faceted 365/24-hour operations inclusive of a minimum two (2) years in Tunnel Operations and Management and five (5) years in Streetlighting, three (3) years of supervisory experience, and a State of Texas Master's Electrician license will meet the experience and license requirement.</p> </li></ul> <p>Licenses</p> <ul> <li> <p>State of Texas Master Electrician License;</p> </li><li> <p>Valid and current driver's license with good driving record.</p> </li></ul> <p>Salary Range</p> <p>$93,914.91 - $117,393.63</p> <p>The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.</p> <p>City of Dallas is an Equal Opportunity Employer and values diversity at all levels of its workforce.</p>
