<p>Closing Date: April 27th, 2026, or upon receipt of the first 50 applicant submissions</p> <p>Sr Accountant Department of Health and Human Services Annual Salary Range: $59,280 - $88,878.40</p> <p>Job Summary: The Senior Accountant provides fiscal support to the Department of Health & Human Services (DHHS) and Behavioral Health Services (BHS) with a combined budget of $300M. The major responsibilities include Federal and State grant budgeting, reporting, and monitoring spending as well as completing single audits. This position oversees revenue recognition, expense accruals, and month end reporting. The Senior Accountant ensures that all revenues are properly collected, expenditures are properly recorded, monitoring financials to prevent overspending, as well as all revenues and expenditures are captured and reported accurately.</p> <p>Job Duties:</p> <p>Prepare and finalize grant proposals budgets. Develop a sophisticated understanding of eligible expenses, requirements, and cost match criteria for grant awards. Work with program staff to ensure compliance with financial aspects of grant requirements. Federal & State Grant Reporting & Analysis. Perform monthly analysis of actual expenditures to budget. Compile reports and provide explanations for budget variances. Amend budgets and implement corrective actions. Complete required quarterly and annual reporting. Maintain detail support of grant claims. Support month and year end close activities monthly. To include revenue recognition, expense accruals, adhering to capitalization policy and recording depreciation, allocating expenses, recording to appropriate organization, as well as completing reconciliations. Function as lead on fiscal related audits at DHHS. Audits include Single Audits, Fiscal Year End, Grant Audits, and State and Federal Audits. Respond to all requests timely, accurately, and independently compile documentation and analysis. Perform subrecipient monitoring of contractors and organizations receiving federal award funding, including risk assessment, desk reviews, on-site monitoring, and review of subrecipient financial reports to ensure compliance with 2 CFR 200 Subpart D requirements and applicable federal award terms and conditions. On a monthly basis, provide management with various reports analyzing actual results to budget and prior month(s) experience. Research deviations and provide management with explanations for variances. Provide back-up support for vendor payment/receipt functions. Complete check requests and monitor vendor encumbrances to ensure contract overpayments do not exist. Prepare agency invoices for services provided by BHS and properly record related revenue and receivables. Perform other duties as assigned.</p> <p>Minimum Qualifications:</p> <p>Current resident of the State of Wisconsin Bachelor's degree in accounting from an accredited college or university is required At least one (1) year of experience working in an accounting and auditing role Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets</p> <p>Preferred Qualifications:</p> <p>Basic knowledge of INFOR and Smartsheet Certified Public Accountant (CPA)</p> <p>Knowledge, Skills & Abilities: This position requires higher-level accounting work along with analytical and critical thinking skills; the ability to read, write and comprehend routine reports, procedures and/or government regulations; the ability to work independently on assignments; experience using a general ledger system; good math skills, proficiency in the use of a computer and other general office IT equipment; ability to explain, gather information, answer queries, and excellent communication skills to both internal and/or external contacts. Additional skills in basic data entry with a high rate of speed and accuracy; ability to understand and follow both written and oral directions; ability to work effectively and harmoniously with peers and others involving explanation of information which may include sensitive or confidential information.</p> <p>NOTE: This ORIGINAL APPLICATION is open to qualified residents of the State of Wisconsin at the time of application.
