<p><em>This position will work on-site for training and will subsequently be required to report on-site for the majority of the workweek to participate in meetings and monitor project work.</em></p> <p>This position is responsible for identifying, proposing, and overseeing the execution of business solutions to support technical business strategies and performance. Coordinate, under the oversight of the Manager of IT Operations, projects following established processes. Work with and collaborate with stakeholders across the organization according to defined objectives and business requirements of departments and projects. </p> <p>SUPERVISION </p> <p>This position has no supervisory responsibilities.</p> <p>This position will participate in an on-call rotation, providing 24-hour, 7-day-a-week, 365 days a year technical support to maintain systems uptime.</p> <p>This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned. </p> <p>Elicit, collect, examine, analyze and shape requirements across a broad base of stakeholders to ensure all needs are identified, conceptualized, and documented. </p> <p>Working in conjuction with stakeholders, gain agreement of any developed Future State workflows or requirements. </p> <p>Ability to develop user stories through collaboration with third-party vendors, Architects, Engineers, Developers and Business Partners</p> <p>Serve as liaison between stakeholders and technical solution providers throughout all phases of assigned projects. </p> <p>Responsible for the creation and/or updating of process documentation, user guides, knowledge articles, handbook, etc.</p> <p>Assist Project Managers in multiple project tasks encompassing all county departments under the direction of the Manager of IT Operations.</p> <p>Ability to work independently and manage small to medium projects with tracking of plans, schedule and project timelines using appropriate tools.</p> <p>Identify and manage changes in project scope, identifying potential crises and develop contingency plans.</p> <p>Supports the testing phase of projectys by participating in all testing (QA, MTT, and UAT) in coordination with Owners, Project Manager, and external vendor teams.</p> <p>Support internal teams in the creation of training materials, specifically communicating changes for newly developed tools, i.e. what are the steps to complete daily tasks.</p> <p>Act as security administrator for the County's HRIS system. </p> <p>Work in conjunction with departments to identify, analyse, recommend and implement changes or improvements to existing County systems. </p> <p>Evaluate and test new hardware or software as needed for compliance with existing applications in the county.</p> <p>Provide training as assigned by manager for departments in the county.</p> <p>Conduct new hire orientation in conjunction with the HR department in respect to IT needs and security guidelines of the county.</p> <p>Particpate in after hours on-call rotation.</p> <p>Demonstrate commitment to county safety and risk management efforts.</p> <p>Other duties as assigned.</p> <p>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.</p> <p>Education and/or Experience </p> <p>Bachelor's Degree in Computer Science, or related field and 3-5 years of relevant prior experience as a Business Analyst. Experience creating technical documentation, process documentation and instructional content. Experience using productivty tools to create workflows, diagrams and charts. Experience with Waterfall or Agile delivery practices with the ability to coordinate projects. Microsoft O365 and Teams experience highly desired. Proven experience in ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals as well as ability to compute rate, ratio and percent and to draw and interpret bar graphs.</p> <p>Certificates, Licenses, Registrations and Other Special Requirements</p> <p>Valid Wisconsin driver license.</p> <p>Proof of minimum auto liability insurance coverage.</p> <p>Must be able to provide a reliable personal vehicle to be used for travel between county locations on a daily basis.</p> <p>This position will participate in an on-call rotation which provides 24-hour, 7 day a week, 365 days technical support to maintain systems uptime.</p> <p>Knowledge, Skills and Abilities</p> <p>Strong technical and analytical, skills. Ability to develop and maintain working relationships with departmental staff, supervisors, department heads and vendors.</p> <p>Interactions and Communications</p> <p>Ability to provide specialized information and/or recommendations to others regarding an area of expertise in both written and verbal form. Strong interpersonal, communication and customer support skills. </p> <p>Decision Making</p> <p>This position has authority to make decisions that are consistent with policies and precedents; supervision and managerial direction is available as requested. These decisions directly impact performance within the assigned department and information is provided with additional research and observations which contributes to the decision making process. </p> <p>Thinking and Problem Solving</p> <p>Strong problem solving and critical thinking skills.
