<p>Minimum Salary: $49,448 (+$10-$20/hour in benefits)</p> <p>Employment with the Canton City Public Health Department comes with an array of benefits. To be eligible for the position under this examination, all applicants must be U.S. citizens or have a valid permanent resident card. Applicants MUST submit a copy of their valid driver's license, college transcripts, diploma and detailed resume to qualify. </p> <p>Position Summary: </p> <p>An Environmental Health Specialist I (EHS I) provides specialized consultation and technical services in the field of environmental health science, including education, inspections, evaluations and enforcement to promote public health and prevent disease. The individual collaborates with internal and external partners under the direct supervision of a Registered Environmental Health Specialist (REHS). The EHS I is an in-training position with initial heavy supervision and peer support for work tasks. Once the individual is able to perform the work independently and has obtained a Registered Environmental Health Specialist license through the State of Ohio, they may be eligible for promotion to EHS II. The assigned work tasks progressively increase in complexity until the individual is able to perform independently with some supervision. The ideal candidate will display a strong commitment to the practice of public health and embrace the mission, vision and values of Canton City Public Health. </p> <p>Essential Duties and Responsibilities:</p> <p>I. Inspections and Compliance:</p> <ul> <li> Receive training on environmental health inspection and enforcement techniques, procedures, and investigation processes. Accompany REHS and/or other trainers to observe application of appropriate environmental health methods, regulations and procedures to gain experience. </li><li>Conduct inspections in various areas including, food protection, potable water, wastewater, solid and hazardous waste, hazardous materials, illicit discharge detection and elimination, vector and pest control, occupational safety and health, air pollution, indoor air, housing, institutions, body art and piercing, swimming pools and recreational facilities and other environmental areas. </li><li>Document all inspection activities and findings in various electronic systems. </li><li>Communicate effectively and accurately verbally and in writing. </li></ul> <p>II. Public Health Investigation and Enforcement</p> <ul> <li>Investigate potential public health complaints and concerns in accordance to the Ohio Revised Code, Ohio Administrative Code, City of Canton Health Code and other statutes and regulations. </li><li>Document investigations in order to issue appropriate compliance orders, which may include education, consultation, and/or enforcement with legal action. </li><li>Collaborate with REHS to enforce relevant public health laws and rules. </li><li>Work collaboratively with other city departments to improve the environmental health of Canton. </li></ul> <p>III. Community Engagement: </p> <ul> <li>Work with community and neighborhood groups to identify and mitigate public health hazards. </li><li>Provide educational outreach to community partners and the public to create increased knowledge around environmental health topics. </li><li>Work effectively with people of diverse cultures, ages, and economic backgrounds in a culturally competent and sensitive manner. </li><li>Participate in various community coalitions to support the mission of the department. </li><li>Engage actively in workgroups and committees within the department. </li></ul> <p>IV. Emergency Response: </p> <ul> <li>Provide support functions in response to public health emergencies as directed by the Health Commissioner. </li></ul> <p>V. Professional Development: </p> <ul> <li>Maintain 24 continuing education credits biennially. </li><li>Attend trainings and conferences to improve technical knowledge used in the practice of environmental health programs. </li></ul> <p>The duties listed above are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. </p> <p>Minimum Qualifications and Credentials: </p> <ul> <li>Bachelor's degree with a minimum of at least forty-five quarter units or thirty semester units of science courses. </li><li>Registered with the Ohio Department of Health as an Environmental Health Specialist in Training (EHSIT). (Note: An EHSIT registration from ODH is not required for application; however, to be considered for hire, an EHSIT registration from ODH must be obtained and maintained. </li><li>Must be computer proficient and able to work efficiently in a heavily computerized PC environment using various Office Suite and database applications, including web-based collaboration tools, email, etc. </li><li>Valid driver's license. </li></ul> <p> </p> <p>To be considered for an interview, a candidate must submit a college transcript and meet the requirements to obtain an Environmental Health Specialist in Training (EHSIT) registration from the Ohio Department of Health (ODH) (https://odh.ohio.gov/know-our-programs/sanitarian- registration/welcome-to). Within six months of hire, candidate must complete ICS 100, ICS 200, ICS, 700 and ICS 800 training and any additional training prescribed by supervision to assist in completing assigned job duties.</p> <p>Work Environment:</p> <ul> <li>Daily work may include general office environment (temperature controlled) and/or field environment (i.e. industrial, commercial, residential and outdoors in inclement weather and temperature extremes). </li><li>Office environment may include sitting, standing, viewing a computer screen and light physical labor. </li><li>Must be able to perform field inspection duties, both outdoors and indoors. Must be able to lift/hoist 50 lbs. or more; carry equipment; walk on slippery, uneven/unimproved surfaces; climb stairs, handle tires, trash and household hazardous waste. Periodically, working in substandard environmental conditions (i.e. poor sanitation, pest infestations, foul and noxious odors, puncture hazards, human and animal waste, and general unsanitary conditions). Use of appropriate person protective equipment (PPE) will be required, including protective toe shoes, safety glasses, outerwear and possibly other PPE as needed. </li><li>Interactions may entail regular exposure to psychologically or emotionally challenging information, necessitating resilience and a supportive team atmosphere to maintain well-being of self and staff and effectively address the needs of individuals served. </li><li>Must be able to work independently and in a team environment. All work requires mental focus, organizational skills, ability to meet critical deadlines and excellent communication skills, both written and verbal and the ability to document observations. </li><li>This position may require scheduling of duties at night, on weekends or other non-traditional work hours. Scheduling of duties may occur with less than 24 hours' notice. </li><li>City vehicles will be provided for work activities/work travel with supervisor approval.
