<p>Location: Oak Ridge, TN</p> <p>Job Title: PEO-Y PM HRA Lead Assessor</p> <p># of Openings: 2</p> <p>Career Level From: Senior Specialist</p> <p>Career Level To:</p> <p>Organization: Independent Assessment Program (50346558)</p> <p>What You'll Do</p> <p>The Performance Management (PM) High Risk Analysis (HRA) Lead Assessor provides independent oversight of Y-12 programs, projects, and operations with a neutral perspective; ensuring compliance with regulations, safety standards, and best practices. The successful candidate will identify non-compliances, potential risks, weaknesses, and areas for improvement, within assessed areas, and provide objective feedback to CNS leadership - and the Y-12 Field Office (YFO).</p> <p>Key responsibilities include:</p> <ul> <li>Lead and perform comprehensive reviews of Y-12 facilities, operations, and projects; assuring compliance and effectiveness of nuclear safety, environmental compliance, safeguards and security, ES&H, Quality, etc. </li><li>Lead independent assessment/surveillance teams in accordance with technical procedures and established schedules while considering regulatory/contractual requirements, lessons learned, previous assessment/surveillance activity, issues management data, events, risks, and management concerns </li><li>Serve as a Subject Matter Expert (SME) for functional area programs (e.g., Nuclear Criticality Safety, Safety Basis, Fire Protection Engineering, Packaging & Transportation Engineering, and/or Core Engineering) to analyze/review high-risk systems, programs, processes, and activities; and design oversight strategies, accordingly </li><li>Provide technical expertise and insights on complex issues related to nuclear safety, environmental management, and other related fields </li><li>Influence YFO, CNS Executive Leadership, organizational management, and functional requirement owners though clear and concise presentations - as well as written assessment plans and reports that provide strategies to identify, evaluate, and mitigate risk </li></ul> <p>Accountabilities:</p> <ul> <li>Accountable to the Independent Assessment Program (IAP) Sr. Manager for execution of role </li><li>Competency and professionalism to our assessed and supported organizations </li><li>Coordination and integration with functional requirement owners, complimentary functions (e.g., Issues Management and Enterprise Risk Management) and applicable subject matter experts </li><li>Commitment to the IAP mission and colleagues </li></ul> <p>Authorities:</p> <ul> <li>Autonomy to lead independent assessment and surveillance teams, when qualified and assigned by the IAP Manager </li><li>In concert with IAP Sr. Manager, develop oversight strategies for assigned functional areas </li><li>Identify vulnerabilities and evaluate the adequacy of corrective actions, issue closure, and sustainment of previously identified issues </li></ul> <p>What You Can Expect</p> <ul> <li>Meaningful work and unique opportunities to support missions vital to national and global security </li><li>Top-notch, dedicated colleagues </li><li>Generous pay and benefits with a stable organization </li><li>Career advancement and professional development programs </li><li>Work-life balance fostered through flexible work options and wellness initiatives </li></ul> <p>Minimum Job Requirements</p> <ul> <li>Bachelor of Science degree in Engineering, Chemistry, Computer Science, Mathematics, or Physics and 7 years of relevant experience (typical engineering/science experience ranges from 10 to 15 years) </li><li>OR Master's degree in Engineering, Chemistry, Computer Science, Mathematics, or Physics and 5 years of relevant experience </li><li>OR PhD in in Engineering, Chemistry, Computer Science, Mathematics, or Physics and 2 years of relevant experience </li><li>The applicant must meet the requirements of DOE O 426.2A (i.e., Baccalaureate in engineering or related scientific major, 2 years job-related, and 1-year nuclear experience; or a DOE O 426.2A alternative).Requirements of DOE O 426.2 or an approved alternative with demonstrated knowledge in conduct of operations </li></ul> <p>Preferred Job Requirements</p> <ul> <li>Department of Energy experience including experience with 10CFR830, DOE O 414.1D, NNSA NAP-24A (NAP 401.1) </li><li>Significant experience in one or more of the following functional areas: Nuclear Criticality Safety, Safety Basis, Fire Protection Engineering, Packaging & Transportation Engineering, Core Engineering, Quality Assurance, and/or Procurement </li><li>Reputation of meeting established schedules with high-quality products and ability to perform independently to achieve desired results with little supervision </li><li>Demonstrated experience in applying six sigma tools and techniques </li><li>Ability to perform an assessment in a professional, ethical, independent, and objective manner using and interpreting applicable standards or requirements </li><li>Skilled at technical writing and oral presentations that express facts and ideas in a clear, concise, and convincing manner </li></ul> <p>Why Y-12?</p> <p>You get #morethanajob. Successful candidates hired into a higher career level than the minimum in the range must meet the requirements listed in the job leveling charts for the career level into which they are being hired.</p> <p>If a range of Career Levels is posted, i.e., Senior Associate to Senior Specialist, internal applicants already in one of the Career Levels would come across at their current Career Level. Internal applicants currently in a lower level Career Level would move to the lowest posted Career Level.</p> <p>Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.</p> <p>This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.</p> <p>This position may be categorized as a "designated position" identified by 10 C.F.R. Part 709, requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination.</p> <p>CNS is a drug-free workplace.
