Must be available to work additional hours as needed.</p> <p>Who May Apply?</p> <p>All persons legally authorized to work in the United States</p> <p>Overview</p> <p>This position organizes and manages the Project Management section of the Engineering Department. The Assistant Director of Project Management provides leadership and mentorship to the project management team. The position is tasked with ensuring that all engineering activities comply with the law, policies, procedures and professional ethics and oversee that capital programs are properly planned and executed. Must be able to relate to other people beyond giving and receiving instructions by getting along with co-workers or peers while performing work activities requiring negotiating, instructing, supervising, persuading or communicating with others.</p> <p>Essential Functions and Responsibilities</p> <ul> <li>Provide detailed oversight of the development of Bond and CIP programs; includes the planning, scoping and budgeting for individual portfolios of projects that can include roadways, water, wastewater, facilities and other infrastructure. </li><li>Develop realistic budgets and schedules for execution of complex portfolios of projects. </li><li>Manage projects by approving and processing specifications and construction documents by applying engineering standards of principles and practices; involves engineering project programs that are technically complex, highly visible, time sensitive and budget constrained. </li><li>Provide oversight and recommendations on commercial transactions for Architect/Engineer (AE) firms and general contractors; provide recommendations on procurement strategies to optimize the value that the City receives from AE and construction contracts. </li><li>Manage the project management section of the Engineering Department; provide leadership and direction to technical staff and ensures that departmental procedures are being followed; mentors and develops staff as necessary. </li><li>Provides leadership in the development of written procedures that will provide guidance to staff on how to effectively execute complex assignments in an efficient and standardized manner; works through Executive Steering Committee to streamline and optimize business processes. </li><li>Effectively communicate with the public, Boards and City Council; attend public information, Board and Council meetings and be able to effectively present information regarding departmental efforts and projects at various stages of development. </li><li>Effectively communicate technical information with the general public and/or elected or appointed officials and constructively engage with project stakeholders to ensure optimal project outcomes. </li><li>Oversee the development of agenda memos and related backup documentation that effectively and accurately communicates relevant project details to elected officials and decision makers. </li><li>Work effectively with vendors, staff, operating departments and City leadership to constructively solve problems as they arise. </li><li>May be asked to perform other duties as assigned. </li></ul> <p>Knowledge, Skills and Abilities</p> <ul> <li>Must be able to interpret and apply federal, state and municipal and technical statues and codes. Interpret and utilize Geographic Information Data and maps; interpret the requirements and revisions necessary utilizing Engineering and Architectural drawings, utilize maps, drawings and codes to determine whether a project is meeting all requirements. </li><li>Review and independently perform engineering calculations and statistical analysis of performance metrics. Determine whether a lift-station or detention pond is sized correctly. Review technical submittals for compliance with code requirements. </li><li>Position requires functional reasoning skills enabling the timely and accurate analysis of major problems, identifying potential solutions, evaluating tradeoffs and selecting the best course of action. Those tradeoffs are typically complex and require consideration of functionality, safety, longevity, operability and public acceptance. </li></ul> <p>Qualifications (*Please note changes were made to the minimum requirements effective 07/10/2019)</p> <ul> <li>Bachelor's degree required </li><li>Minimum of seven (7) years of relevant experience </li><li>A valid driver's license is required.
