<p>The Manager of Field Staff will assist the Deputy Director of Field Staff in overseeing the administration, training, and assignment process for resident engineers and construction inspectors under the direction of the Director for Construction Procurement/Support. The scope of responsibility will include the development, support, and administration of the field support group (resident engineers & construction inspectors). </p> <p>Field Support Staff: Hire, train, support, and maintain a qualified staff of resident engineers and inspectors to provide services across the MBTA. Capital Support provides Field Services to Capital Programs including Capital Delivery, Green Line Transformation, Red Line/Orange Line Transformation, and the South Coast Rail Program. The Manager's primary responsibility will be to ensure that the field support staff are appropriately allocated to support the various project delivery programs.</p> <ul> <li>Manage directly or indirectly through Project managers, a large technical staff comprised of over 100 resident engineers and construction inspectors. </li><li>Establish and maintain sound union/management relations. </li><li>Assist in the procurement and recommendation of approval for contracts with construction firms as required and ensure said firms are following MBTA policies and procedures through contract finish. </li><li>Ensure MBTA requirements are developed prior to procurement and ensure they are maintained through the end of projects. </li><li>Assist in developing a training program to ensure staff is professionally developing and adhering to standard MBTA policies and procedures. </li><li>Assist in scheduling staff for all Capital Programs including weekend diversions and surges by utilizing and updating the Capital Support Workforce Model. </li><li>Assist in monitoring field staff's overtime and compensatory hours via e-Builder and MBTA 360 </li><li>Assist in implementing consistent field staff workforce policies including resident engineer manual and construction inspector handbook. </li><li>Enhance and maintain communication channels within the various MBTA Departments. </li><li>Ensure new safety procedures are enacted, documented, and communicated through proper channels. </li><li>Ensure field issues are communicated through proper channels, documented, and resolved. </li><li>Provide assistance to regulatory agencies, such as the Department of Public Safety, when issues arise. </li><li>Perform weekly site visits to Project Offices to ensure compliance with all departmental policies, guidance, and procedures. </li><li>Assist in the development of a new onboarding process. </li><li>Mentor new resident engineers and construction inspectors. </li><li> Drive a company or personal vehicle to visit work sites. </li><li>Respond to each inquiry, whether from a customer, vendor, or coworker in a courteous and professional manner consistent with the MBTA's customer service quality standard. </li><li>Respond to emergencies, either directly or through subordinates, on a twenty-four (24) hour, seven (7) day per week basis. </li><li>Uphold the rights and interests of the MBTA while building and maintaining an effective relationship with employees. </li><li>Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA including the EEO, Antidiscrimination, and Antiharassment and Antiretaliation policies. </li><li>Perform all other duties and projects that may be assigned. </li><li>Bachelor's degree from an accredited institution in Engineering, Construction Management, Architecture, or a related field. </li><li>Five (5) years of related experience in managing heavy construction field staff in a supervisory capacity. </li><li>One (1) year of experience leading supervisors and individual contributors. </li><li>Have a valid driver's license. </li><li>Strong oral, written and interpersonal skills; effective organizational, analytical, and multitasking abilities. </li><li>The ability to use the MSOffice suite of applications including e-Builder as well as other database applications. </li><li>The ability to handle sensitive and confidential information in an appropriate manner. </li><li>Effectively communicate with customers, employees, contractors, and vendors. </li><li>Possess excellent customer service, conflict resolution, time management, communication, presentation, and speaking skills. </li><li>The ability to work any and all shifts and/or locations as assigned or directed and be available to work twenty-four (24) hours per day, seven (7) days per week. </li><li>Ability to supervise and work effectively with a diverse workforce. </li><li>A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. </li><li>An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. </li><li>A master's degree in a related subject substitutes for two (2) years of general experience. </li><li>A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience </li></ul> <p>Preferred Experience and Required Skills</p> <p>Additional five (5) years of experience in transit construction</p>
