Proof of licenses, certifications, and/or education must be submitted with each application.</p> <p>Examples of Duties</p> <p>Under close supervision, performs routine professional human resources administration work.</p> <p>Investigations & Compliance</p> <ul> <li>Conducts professional, fact-based interviews with individuals involved in workplace complaints, including accused parties, witnesses, and reporting individuals. </li><li>Develops detailed investigation plans and interview questions by analyzing complaints, identifying key issues, relevant documentation, and witnesses. </li><li>Performs site visits to the complainant's work location when appropriate to gather additional context. </li><li>Reviews all gathered information and prepares comprehensive Workplace Investigation Reports and Conclusion & Recommendation Reports. </li><li>Handles complex, high-stress situations with impartiality, ensuring investigations reach fair, evidence-based conclusions. </li><li>Applies knowledge of county policies, state, and federal regulations to inform recommendations and ensure compliance. </li><li>Maintains strict confidentiality throughout all investigative processes. </li></ul> <p>Collaboration & Recommendations</p> <ul> <li>Builds and maintains effective working relationships with Department Heads and HR Liaisons to collaboratively determine investigation outcomes and action steps. </li><li>Recommends policy updates and best practices that foster respectful and cohesive workplace environments. </li><li>Suggests training topics that address behavior and culture issues identified during investigations. </li></ul> <p>FMLA Administration</p> <ul> <li> <p>Facilitates the review and approval process for FMLA requests, coordinating closely with employees and HR Liaisons.</p> </li><li> <p>Ensures all documentation complies with legal standards and organizational guidelines.</p> </li><li> <p>Serves as a point of contact for employees navigating the FMLA process.</p> </li></ul> <p>Administrative & Other Duties</p> <ul> <li>Manages and prioritizes caseloads, balancing investigative, coaching, and administrative responsibilities. </li><li>Creates accurate, timely written documentation and reports across all assigned duties. </li><li>May coordinate clerical or support staff activities. </li><li>May represent the department in meetings or on committees. </li><li>Performs additional related duties as assigned. </li></ul> <p>Qualifications</p> <p>Required Qualifications</p> <ul> <li>Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology. </li><li>Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. </li></ul> <p>Knowledge, Skills, and Abilities (Entry Level)</p> <ul> <li>Foundational understanding of public personnel administration principles. </li><li>Familiarity with statistical methods and research procedures used in HR operations. </li><li>Ability to: </li><li>Gather, assess, and interpret information for personnel-related studies. </li><li>Comprehend and apply Baltimore County personnel laws, regulations, policies, and memoranda of understanding. </li><li>Communicate effectively both orally and in writing. </li><li>Build and sustain professional working relationships. </li><li>Handle confidential information with discretion and integrity. </li></ul> <p>Knowledge, Skills, and Abilities (Full Performance)</p> <ul> <li> <p>Comprehensive knowledge of:</p> </li><li> <p>County personnel laws, regulations, policies, procedures, and memoranda of understanding relevant to HR functions.</p> </li><li> <p>Applicable state and federal employment laws and guidelines.</p> </li><li> <p>Organizational structure and operational functions of County departments.</p> </li><li> <p>Demonstrated skill in:</p> </li><li> <p>Information analysis and evaluation within a human resources context.</p> </li><li> <p>Facilitating group instruction and collaborative learning.</p> </li><li> <p>Applying complex legal and procedural frameworks to HR responsibilities.</p> </li><li> <p>Proven ability to manage and execute duties of increasing complexity and responsibility.</p> </li></ul> <p>Preferred Qualifications</p> <ul> <li>Experience using Workday human capital management systems. </li><li>Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint. </li></ul> <p>Proof of Licenses, Certifications and Education</p> <p>Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study.
