The Supervisor of Special Services oversees the development, management, and compliance of the programs the district provides to students with special needs.</p> <p>Qualifications: A Master's Degree from an accredited college or university and a standard New Jersey Teaching in Supervision and a certificate as a teacher (special education), Learning Disabilities Teacher-Consultant or School Psychologist or school social worker with a minimum 5 years experience.</p> <p>Essential Duties: The Supervisor of Special Services has the duties and responsibilities commonly associated with this position, including (but not limited to) the following, which are performed directly or through the proper delegation of authority, within the framework New Jersey Administrative Code, Chapter 14, Title 6A, the policies Nutley School District, and the terms of the contract with the Nutley Education Association, with all of which is expected to be familiar.</p> <p>DUTIES AND RESPONSIBILITIES:</p> <p>Work with the Director of Student Supports and Interventions to:</p> <ul> <li> <p>Provides leadership in the planning, development, implementation, and evaluation of the district's comprehensive special services department; coordinates and supervises related activities.</p> </li><li> <p>Develops short and long range plans for maintaining and improving special education programs; based on knowledge of research, current practice, national and state initiatives, student outcomes, and program evaluation.</p> </li><li> <p>Assists in the determination of staffing needed by the schools through careful evaluation and research and makes appropriate recommendations to the Director of Student Supports for changes.</p> </li><li> <p>Accepts responsibility for assuring that state and federal mandates and district policies regarding special education are carried out.</p> </li><li> <p>Oversees the development and effective delivery of the district's special education program, including the development and maintenance of the cumulative records of students receiving special services.</p> </li><li> <p>Keeps informed of all legal requirements governing special education under the administrative code, state/federal law and board policy.</p> </li><li> <p>Develops schedule of department personnel in consultation with building principals.</p> </li><li> <p>Serves as a special education resource person to principals, directors, and supervisors.</p> </li><li> <p>Establishes procedures for evaluation, placement and reappraisal of students in need of special education and /or related services.</p> </li><li> <p>Organizes and monitors the staff observations and evaluations of performance for special education staff (including professional and support staff).</p> </li><li> <p>Conducts orientation and/or training workshops for special services' instructional and non-instructional staff.</p> </li><li> <p>Uphold and enforce school, school board policies, and state and federal rules and regulations.</p> </li><li> <p>Responsible for the transition to the Nutley educational program of all handicapped students who have been in an out-of-district program.</p> </li><li> <p>Participates in the intake procedures for all out-of-district students seeking placement in Nutley's special education program.</p> </li><li> <p>Organize and coordinate the Home Instruction program as per BOE Policy</p> </li><li> <p>Supervises the completion of all forms and reports required at the local, county, and state level.</p> </li><li> <p>Responsible for maintaining and ensuring the confidentiality of the records of classified students.</p> </li><li> <p>Supervises special state and/or federal programs as directed by the Superintendent.</p> </li><li> <p>Participate with the building principals in the evaluation of all special education teachers.</p> </li><li> <p>Evaluate Child Study Team members, related service, and special education teachers</p> </li><li> <p>Assumes responsibility for any other duties or responsibilities assigned by the Superintendent of Schools.</p> </li><li> <p>Project and coordinate paraprofessionals, when needed, working with agencies to secure staffing</p> </li></ul> <p>Evaluation of Performance</p> <p>Performance of this position will be evaluated annually in accordance with the New Jersey Administrative Code and Board of Education policy for the Evaluation of Administrative Personnel.</p> <p>Supervisory Responsibilities: This position is responsible for supervising instructional staff as appropriate.</p> <p>Additional Responsibilities: Performs such other tasks and assumes such other responsibilities as the superintendent may assign or delegate.</p> <p>Evaluation: Performance of this position will be evaluated annually in accordance with the New Jersey Administrative Code and Board of Education Policy. The Supervisor is evaluated by the Superintendent and is responsible for any other duties assigned by the Superintendent.</p> <p>Computer Skills: Proficient in computer applications pertinent to support the position, including but not limited to Web Design; Web Management; Student Information Systems; Databases; Interactive Whiteboard technology; student performance management systems; and office and personal applications and devices.</p> <p>Physical Demands: The physical demands described in this job description are representative of those that must be met by an employee to successfully perform the essential functions of this job.
