7:00 am - 3:30 pm</p> <p>Job Requisition Number</p> <p>JR102585 ENGR TECH IV (MATERIALS) (Open)</p> <p>Pay Grade</p> <p>C00027 A</p> <p>Classification</p> <p>Engineering Technician IV (Materials)</p> <p>Class Definition</p> <p>GENERAL STATEMENT OF DUTIES: To perform the most complex technical or supervisory engineering work in the area of specialization indicated by the title of the class of position; and to do related work as required.</p> <p>SUPERVISION RECEIVED: Works under the general supervision of a superior with considerable latitude for the exercise of independent judgment in the completion of work assignments, which are usually outlined; work is reviewed in process and upon completion.</p> <p>SUPERVISION EXERCISED: Plans, assigns, supervises and reviews the work of subordinate Engineering Technicians; may supervise other personnel as assigned.</p> <p>ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:</p> <ul> <li>Under supervision, in the area of specialization indicated in the title of the class of position: </li></ul> <p>Highway Maintenance:</p> <ul> <li>To supervise and conduct inspections of highway maintenance engineering projects and construction projects to alter existing state roadways by utilities, commercial contractors and residential contractors; to inspect all items going into such projects; to be responsible for the inspection of the workmanship and practices of contractors in restoring state roadways that have been altered by permit-approved projects; to assist a superior in the review of the applications for permits involving engineering plans, specifications and designs submitted by contractors, architects or engineers to conduct construction and maintenance projects; to interpret provisions of contracts, plans, specifications and designs; to ensure that planned work schedules are maintained to prevent and minimize interruptions on roadways; to plan, supervise and review the work of a staff engaged in the continuous inspection of workmanship, materials and methods used by applicants; to be responsible for the supervision and review of the work of multiple subordinate Engineering Technicians and other personnel assigned to the Engineering/Permitting Unit, in field inspections, or onsite construction/utility projects; to support and assist the Division of Maintenance professional engineering staff in related technical matters. </li></ul> <p>Materials:</p> <ul> <li>To be responsible for the planning, administrative and technical supervision and review of the materials testing staff activities on statewide bridge, highway construction or maintenance projects; to assist in the preparation of materials specifications; to plan, assign, supervise and review the work of multiple subordinate Engineering Technicians and other personnel assigned to the Materials laboratory, in-field production plants, or onsite construction projects; to support and assist the Materials professional engineering staff in related quality assurance, materials research and testing matters. </li></ul> <p>Final Acceptance:</p> <ul> <li>To be responsible for reviewing the final closeout and punch list for construction project contracts to ensure that all specifications have been specifically met for each state highway and bridge project; to review requests by contractors for changes in the plans in accordance with delegated authority; to review and verify quantity computations and cost estimates for contract completion; to review project plans with construction staff and contractors; to supervise and participate in reviewing and evaluating final quantities used in various construction projects in the transportation area; to ensure that all work accomplished and materials utilized conform with federal and state specifications, laws and regulations; to check plans, cross sections, diagrams, sketch computation sheets and all trigonometric and engineering mathematical formulas; to supervise methods and procedure reviews, which are conducted on highway and bridge contracts in accordance with the contract specifications, special provisions, plans and the Rhode Island Standard Specifications for Road and Bridge Construction; to facilitate the final acceptance of the project documentation upon project completion utilizing established practices and procedures; to plan, assign, supervise and review the work of engineering technicians and other personnel assigned to the Final Review/Acceptance section. </li></ul> <p>Natural Resources:</p> <ul> <li>To assist a Professional Engineer by performing the most complex and difficult technical engineering work related to the development, construction and maintenance of state parks, recreation areas, structures and grounds, and/or stormwater management systems; to assist in the planning and construction of roads, water systems, buildings and related structures in state parks and recreation areas, and/or stormwater management systems; to assist in the preparation of descriptions of land/real property to be acquired by the state; to make cost estimates for the acquisition of land/real property for the roads, water systems and buildings in state parks and recreation areas; to conduct surveys and prepare topographical maps involving land purchases, the evaluation of wetlands and water quality management projects; to plan, assign, supervise and review the work of engineering technicians and other personnel assigned to assist Natural Resources staff. </li></ul> <p>Construction Records:</p> <ul> <li>To supervise an assigned staff of subordinate Engineering Technicians and perform technical oversight, support and record keeping tasks within the state's road and bridge construction program; to participate and render assistance in the resolution of more complex recordkeeping problems involving individual construction and maintenance projects; to provide computer orientation and training to new employees, and familiarize existing employees concerning revisions and/or the implementation of new procedures and practices; to troubleshoot, monitor problems and recommend possible program corrective actions; to utilize standardized computer software applications to set up, input and maintain all record keeping documentation for bridge and/or road construction projects; to ensure that computerized records are maintained according to the Procedures of the Uniform Record Keeping (PURK) Manual; to enter daily item slips and back-up documents which detail the work performed by contractors into a digital system; to consolidate vital specific project data and prepare reports related to item ledger sheets, other project worksheets, materials reports, and timesheets for projects; to digitally enter the specific data related to an appropriate category; to assist in the preparation of and to enter Reports of Change, contract addenda, biweekly progress payments, correspondence updates, open records requests and other information related to the project; to maintain the approved computerized construction record keeping system throughout all phases of construction activity; to assist the RIDOT Materials section in creating Project Materials Test logs; to provide insight and guidance into the record keeping process and its use throughout the Department; to assist in updating the PURK Manual with improved, evolving construction practices; to facilitate the final acceptance of the project documentation upon project completion utilizing established practices and procedures. </li><li>To do related work as required. </li></ul> <p>REQUIRED QUALIFICATIONS FOR APPOINTMENT:</p> <p>KNOWLEDGE, SKILLS AND CAPACITIES: A thorough knowledge of, and the ability to apply the basic principles and practices of civil engineering applicable to the area of specialization indicated in the title of the class of position; a thorough knowledge of the basic materials, elements and/or products commonly used in the area of specialization indicated in the title of the class of position; a thorough knowledge of, and the ability to apply, the basic principles of the systems of measurement applicable to the area of specialization indicated in the title of the class of position; a thorough knowledge of the equipment, instruments, techniques and procedures applicable to the area of specialization indicated in the title of the class of position; a thorough knowledge of the rules, guidelines and standards in the area of specialization indicated in the title of the class of position; thorough knowledge of current computer software and technology used in construction management and asset management such as VueWorks, Sharepoint, Auto-Cad Civil, Microsoft Office and Bluebeam Revu; the ability to read and interpret technical specifications and civil engineering plans, maps and drawings; the ability to prepare clear, sound, accurate and informative reports; the ability to plan, organize, supervise and review the work of engineering technicians and other personnel engaged in highway construction, maintenance, materials testing or construction records; and related capacities and abilities.</p> <p>EDUCATION AND EXPERIENCE:</p> <p>Education: Graduation from a college of recognized standing with a degree in civil engineering technology, construction management, architectural building engineering technology or closely related field or graduation from a four-year technical institute with a certificate of completion of a curriculum in one of the same fields; and</p> <p>Experience: At least four (4) years of employment as a senior-level Engineering Technician in a public agency or in private industry with experience in an area of specialization indicated in the title of the class of position.</p> <p>Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.</p> <p>SPECIAL REQUIREMENTS: Must possess and maintain a valid motor vehicle operator's license as a condition of employment;
