<p>TITLE: Assistant Superintendent for Student Support Services</p> <p>TYPE: Individual Contract</p> <p>SALARY: Per Individual Contract</p> <p>REPORTS TO: Superintendent of Schools</p> <p>OBJECTIVE:</p> <p>The Assistant Superintendent for Student Support Services is responsible for the planning, managing, organizing, and directing of student support services in accordance with School Committee policy, goals, and objectives, Massachusetts Department of Elementary and Secondary Education (DESE) rules and regulations, and state and federal laws and regulations. Provides leadership and direction for the planning and implementation of the direct services, support services, and interventions for students in the District. Collaborates with Building Principals, the Assistant Superintendent for Instruction and Accountability, the Director of Special Education, and other Staff Members to furnish prevention, intervention, postvention, transition, and follow-up services to students and their families.</p> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES:</p> <ul> <li>Works effectively with principals, directors, program coordinators, and other school staff to provide student programs that meet the needs of all students. </li><li>Implements and monitors student support services in all schools. </li><li>Oversees the management of all approved Section 504 Plans. </li><li>Oversees and manages the District-Wide Title I Program for the District. </li><li>Oversight of the Title I Federal Entitlement Grant and collaborative oversight of the other federal and state grants with the Assistant Superintendent for Instruction and Accountability. </li><li>Ensures that the District complies with the Title IX regulations as it pertains to students. </li><li>Oversees compliance with federal and state laws in the areas of civil rights, anti-bullying, and hazing. </li><li>Responsible for the accountability and compliance with the student discipline regulations. </li><li>Directs and oversees the Emergency Preparedness/School Safety and Security for the District. </li><li>Acts as the District Liaison to the Chicopee Police Department and Emergency Management Departments. </li><li>Responsible for implementation of alternative education services for middle and high school students. </li><li>Supervises student support personnel including the Supervisor of Attendance, the Coordinator of Athletics, Supervisor of Nurses, the Homeless and Foster Care Liaison, the Grants Manager, the Director of Food Services, the Director of Social Emotional Learning, and the Director of Transportation. </li><li>Oversees the School Resource Officers (SROs) in conjunction with the Chicopee Police Department. </li><li>Oversees the Truancy Officers in conjunction the Supervisor of Attendance. </li><li>Attend state and federal meetings pertaining to support services and school safety on behalf of the District. </li><li>Other related duties as assigned by the Superintendent of Schools. </li></ul> <p>REQUIRED MINIMUM QUALIFICATIONS:</p> <p>Education, Training, and Experience</p> <ul> <li>Master's Degree or higher preferred from an accredited college or university in Education or a related field. </li><li>Massachusetts Department of Elementary and Secondary Education certification as a Superintendent/Assistant Superintendent of Schools. </li><li>Preferred minimum of 10 years successful experience in classroom teaching, administration, school management, and staff supervision. </li><li>Experience in elementary and secondary education. </li><li>Experience with grant development and program evaluation. </li><li>Excellent interpersonal and communication skills. </li><li>Excellent time management skills, including the ability to triage/prioritize competing needs. </li></ul> <p>Knowledge, Abilities and Skills</p> <ul> <li>Knowledge of Title I and Title IX regulations. </li><li>Knowledge of state and federal legislation and regulations. </li><li>Ability to problem solve issues involving DESE and other state and federal agencies. </li><li>Ability to effectively communicate with students and families from diverse backgrounds and experiences. </li><li>Ability to relate to and work with a variety of constituencies including but not limited to: administrators, teachers, other school staff members, parents/guardians/caregivers, students, visitors, and community and social service agencies. </li><li>Ability to engage and contribute to senior management-level discussions (Executive Team Meetings) concerning policy, procedures, and guidance of the District. </li><li>Knowledge of student support services and interventions. </li><li>Ability to assess and address the academic, behavioral, mental-health, and social-emotional needs of students. </li></ul> <p>ADA and Minimum Qualifications to Perform Essential Job Functions</p> <ul> <li>Physical Requirements: Must be physically able to operate a variety of equipment including, but not limited to: computers, copiers, adding machines, etc. Must be able to exert up to 10 pounds of force occasionally, and/or a negligible amount of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body. Must be able to stand, crouch and bend over for a long period of time at intervals throughout the day. </li><li>Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite characteristics (whether similar or divergent from obvious standards) of data, people or things. </li><li>Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes giving instructions, assignments or directions to subordinates or assistants. </li><li>Language Ability: Requires the ability to read a variety of correspondence including, but not limited to: reports, forms, newsletters, schedules, manuals, invoices, requisitions, menus, recipes, journals, etc. Requires the ability to prepare correspondence, reports, forms, evaluations, procedures, charts, surveys, articles, bid specifications, brochures, news releases, handbooks, budgets, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak before groups of people with poise, voice control and confidence. </li><li>Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables. </li><li>Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to understand and communicate in a variety of technical or professional languages including medical, legal, accounting and marketing terminology. </li><li>Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; and to apply the principles of basic mathematics, algebra and geometry. </li><li>Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape. </li><li>Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment. </li><li>Manual Dexterity: Requires the ability to handle a variety of items such as office equipment and hand tools. Must have minimal levels of eye/hand/foot coordination. </li><li>Interpersonal: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with emergency situations. </li><li>Physical Communication: Requires the ability to talk (expressing or exchanging ideas by means of spoken words) and hear (perceiving nature of sounds by ear). Must be able to communicate via telephone or radio. </li></ul>
