As the lead accountant for the Financial Reporting Unit, you will guide critical appropriation accounting and grants reporting functions that keep LDH's financial operations running smoothly and efficiently.</p> <p>In this role, you will shape and implement financial policies, oversee diverse funding streams, and serve as the agency's expert in advanced grants management. You'll perform complex reconciliations, conduct in-depth financial analyses, and prepare essential federal financial reports that support statewide health initiatives. This is an exceptional opportunity for a detail-driven professional ready to elevate their career and make a statewide impact.</p> <p>Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR</p> <p>Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR</p> <p>A bachelor's degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR</p> <p>A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR</p> <p>An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR</p> <p>Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.</p> <p>EXPERIENCE SUBSTITUTION:</p> <p>Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.</p> <p>The official job specifications for this role, as defined by the State Civil Service, can be found here.Job Duties:</p> <ul> <li>Serves as the department lead for understanding and implementing rules, regulations, and reporting practices for LDH non-Medicaid federal grants, including reviewing grant awards, applications, and funding structures. </li><li>Prepares federal financial reports and conducts detailed reconciliations for grants and contracts, ensuring accurate reporting of direct, allocated, and indirect costs. </li><li>Submits federal draw reimbursement requests bi-weekly, confirms eligibility of expenses, and communicates regularly with fiscal and program staff to correct errors and maintain accurate grant accounting. </li><li>Supports Accountant Managers by coordinating with federal auditors during monitoring visits and completing required documentation for new grants, including coding setup and database updates. </li><li>Initiates interagency billings, reconciles monthly financial system reports, prepares adjusting entries, and provides technical assistance to agencies as needed. </li><li>Provides backup for processing federal draws in the Payment Management System, reviewing draw requests and billing documents, approving journal vouchers, and assisting with PSH draw requests. </li><li>Monitors and forecasts revenue and expenditures, maintains detailed cash management records, prepares cash projections, and makes independent decisions regarding cash flow and fund draws. </li></ul> <p>Position-Specific Details:</p> <p>Location: Office of the Secretary / Fiscal Services / East Baton Rouge Parish</p> <p>Appointment Type: This position may be filled as a Probationary appointment or Promotional appointment</p> <p>Cost Center: 3071050701</p> <p>Position Number(s): 2966</p> <p>Compensation: This position is eligible for the following Special Entrance Rates (SER):</p> <p>Accountant 4 - 30.35 hr / $2,428.00 bi-weekly</p> <p>How To Apply:</p> <p>No Civil Service test score is required in order to be considered for this vacancy.</p> <p>To apply for this vacancy, click on the "Apply" link above and complete an electronic application, which can be used for this vacancy as well as future job opportunities.
