This is subject to change due to the BHA's business needs.</p> <p>8-5 Monday through Friday</p> <p>Please note: These working arrangements are subject to change.</p> <p>This position exists to serve as the BHA staff authority on supported employment for adults with serious mental illness (SMI) and/or substance use disorders (SUD), and provides subject matter expertise regarding the delivery of supported employment to those individuals. The BHA is the federally designated State Mental Health Authority and State Substance Abuse Authority. This position is the lead within the Adult Behavioral Health Continuum Division's (ABCD) services to homeless individuals and serves as the State's Projects for Assistance in Transition from Homelessness (PATH) SAMHSA grant coordinator. This position is also a trainer on the evidence based Individual Placement and Support (IPS) model of supported employment. This position oversees the interagency agreements BHA has with CDLE, Division of Vocational Rehabilitation, and DOLA, Dept of Housing. This position may also provide backup to the Recovery Services Manager in performing the duties of that position during annual or sick leave. </p> <p>Duties:</p> <p>IPS Trainer/Technical Assistance and Fidelity Reviewer</p> <p>This position is the staff authority on evidence-based supported employment for adults with SMI and/or SUD. As a staff authority, the position requires a unique level of knowledge and expertise regarding population-specific, specialized treatment for these groups. The position is authorized to represent the views of the Division, Office and the Department in venues throughout the state and nation. Management routinely relies on consultation with this position before deciding critical program and policy direction pertaining to the priority populations. This staff member works collaboratively with other federal and state officials and counterparts to develop policies regarding this population. Because of extensive knowledge about the complex needs of this population, this staff authority provides guidance in program design, program development, policies and procedures, necessary training, and general management of specialized treatment. This position also develops or identifies "best practice" models and state-of-the art curriculum and educational materials. This staff authority has primary responsibility for statewide PATH and Recovery Support Services programs, and serves as the primary IPS trainer and fidelity reviewer. The position also collaborates with BHA's contracting and fiscal teams to update Statements of Work (SoWs) and procure services aimed at serving this population. These responsibilities include development of contract or RFP, statements of work, invoice review and approval, and contract monitoring activities. This position ensures the adequacy of specialized services crafted to address the multi-dimensional needs of this population. The position analyzes service delivery, data, and designs guidelines, policies, rules, and standards that are applied to the public behavioral health treatment system. This position provides statewide technical guidance to service providers. This position also provides technical assistance to programs, agencies, and involved partners in order to:</p> <ul> <li>Assist agencies to provide IPS Supported Employment to fidelity. </li><li>Identify techniques that could be used to support individuals with serious mental illnesses and co-occurring substance use disorders to gain competitive employment. </li><li>Support implementation of continuous quality improvement projects to improve quality of care and outcomes related to IPS Services. </li><li>Promote understanding of behavioral health disorders and state of the art knowledge regarding prevention, treatment and recovery models. </li><li>Participation in staff development, discipline, specific meetings and conferences, and collaborative learning experiences as these are available to further one's own knowledge base. </li><li>Works with the Policy, Strategy and Communications group to maintain congruence in communication with CDHS/BHA and consults with that group regarding information that could benefit the public through on-line or web-based communication and media messaging. </li></ul> <p>This position must have specialized training to both provide training and technical assistance in this evidence based supported employment model, and to conduct fidelity reviews. The Fidelity Reviews, while required by contract, are intended to be part of agencies' quality improvement plan and are designed to give specific feedback on areas for program enhancements that are likely to result in improved outcomes.</p> <p>Behavioral Health Committee, External Partner Interactions, and Interagency Agreements</p> <p>This position interacts on a regular basis with entities who have interest or responsibility for services and service outcomes to the population defined as being this position's area of expertise, including other state and local agencies, internal CDHS committees, and external committees and commissions. It contributes to work products developed as a part of committee membership, participates in meetings and training, and represents the interests of the behavioral health system as a function of committee or work group membership. This position represents the Department on the Employment First Advisory Panel and may serve on other interagency committees as well.</p> <p>PATH Grant Application and Administration</p> <p>This position oversees the State's Projects for Assistance in Transition from Homelessness (PATH) grant from SAMHSA. This involves development of periodic and yearly reports, and monthly meetings with our SAMHSA Project Officer, participation in both in-state and out-of-state meetings, coordination of activities among the state's PATH contractors to achieve the goals and objectives of that project. These contracts are procured minimally every five years. The submission of an annual application and action plan are part of this duty. This position also conducts annual provider site visits for the purpose of determining programmatic and funding compliance using standardized risk-based protocol to look for indicators of quality assurance activities, compliance with BHA rules, and compliance with terms of behavioral health contracts between BHA and service providers. These site visits may be conducted together with other work units within BHA and may happen concurrently with the provision of population-based technical assistance as delineated under Duty A above. This position provides programmatic approval for all PATH contractors monthly invoices, and collaborates with the fiscal department to ensure accurate and timely invoicing. </p> <p>Recovery Services Manager backup</p> <p>This position is responsible for covering the responsibilities of the Recovery Services Manager during scheduled and unscheduled absences, such as during vacation and sick leave. Minimum Qualifications</p> <p>Experience Only:</p> <ul> <li>Seven (7) years of relevant experience ideally within program management in working with grant funded programs that serve homeless populations. </li></ul> <p>Education and Experience:</p> <ul> <li>A combination of related education and/or relevant experience ideally within program management in working with grant funded programs that serve homeless populations equal to seven (7) years. </li></ul> <p>Conditions of Employment:</p> <ul> <li>This position is delegated as a hybrid position. The employees must maintain a home office and workstation free of distraction. </li></ul> <p>internet, and possibly phone to complete required job duties or report to the office when needed.</p> <ul> <li>Standard Background - Name check, TRAILS, CMS, and JBITS </li><li>Current/Valid and unrestricted US Driver's License </li><li>The position is to travel to meetings and/or conferences as needed. </li><li>Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.
