<p>Job Description:</p> <p>HUMAN RESOURCES MANAGER</p> <p>JOB GOAL: To manage and administer an efficient and effective personnel program for the school district.</p> <p>QUALIFICATIONS:</p> <ul> <li>BA with at least two years experience in personnel administration or an Associates Degree with 4 years personnel experience. </li><li>Ability to use information systems programs, word processing and other related technology systems. </li><li>Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable. </li></ul> <p>REPORTS TO: Director of Finance and Business Operations</p> <p>PERFORMANCE RESPONSIBILITIES:</p> <ul> <li>Participates as a representative of management in collective bargaining with employee bargaining units. </li><li>Prepares material, including statistical data, for negotiations with bargaining units, both certified and non-certified, within the school district. </li><li>Assists with the interpretation and administration of provisions of collective bargaining units for both certified and non-certified employee units within the school district. </li><li>Analyzes contract provisions, investigates facts, and assists administrators in responding to employee or union grievances and may be designated to respond. </li><li>Coordinates medical benefits and is the advocate for employees needing assistance. Includes, scheduling and coordinating informational workshops and programs covering employee benefits. Participates in both the Safety Committee and Wellness Program Committee. </li><li>Monitors employee benefits including provisions for leaves of absence, medical and other leaves. </li><li>Administers and coordinates the Federal Medical Leave Act, Worker's Compensation Law, Long Term Disability and other statutory benefits. </li><li>Monitors actions concerning the layoff/recall, demotion/promotion, disciplining and termination of employees </li><li>Assists the Board and administrative personnel in establishing or amending personnel policy. </li><li>Develops relationships with targeted universities for internships, student teachers and recruiting purposes. </li><li>Coordinates the recruitment process for all staff vacancies. In this capacity, prepares advertisements (brochures for administrative positions), posts positions, receives and screens applications, attends recruitment fairs, prepares correspondence for hers/his own signature or the signature of the Superintendent and follow-up on all job application components. </li><li>Monitors applicant tracking process. </li><li>Coordinates Interns and Student Teachers for the district. </li><li>Participates in the initial orientation for all new employees, both certified and non-certified. </li><li>Responsible for organizing and maintaining the records for all personnel employed in the school system. Insures that employees have any required training programs (ie sexual harassment training). </li><li>Works with Director of Fiscal Services to prepare annual salary agreements for all staff in accordance with the applicable collective bargaining agreement. </li><li>Coordinates training for appropriate staff in personnel and hiring practices. </li><li>Prepares and submits all state and federal reports relating to the personnel function of the district including an annual accounting with the State Teachers' Retirement Board. </li><li>Works with the Associate Superintendent to monitor the certification status of all professional employees and serves as the district liaison with the State Department of Education in this regard. </li><li>Assists in locally implementing the SDE beginning teacher required program(s). </li><li>Interviews and hires substitute teachers and paraprofessionals for the schools. </li><li>Supervision of business office staff assisting in human resource functions. </li><li>Performs other duties as assigned by the Central Office Administration. </li></ul> <p>TERM OF EMPLOYMENT: Twelve- month year.</p> <p>SALARY: Salary commensurate with experience</p>
